Project Background: 

The Social and Behavioral Change Activity (SBCA) is a five-year program implemented through a cooperative agreement between the United States Agency for International Development (USAID/Uganda) and Johns Hopkins Center for Communication Programs (CCP). The vision of USAID’s Social and Behavioral Change Activity is a Uganda where individuals and communities are not just healthy, but resilient, supported by strong adaptable systems and institutions to lead productive lives. The SBC Activity supports the Government of Uganda (GoU) and US government (USG) implementing partners to design and implement Social and behavioral Change (SBC) communication initiatives that   contribute towards reduction in Maternal and Child mortality, Malaria prevalence, Total Fertility rate, new HIV infections, TB prevalence and improved Nutrition out comes, resilience and improved SBC systems and expertise. 

Job Summary:  The SBC Technical Advisor will support the conceptualization, development and rollout of SBC interventions; provision of technical assistance and capacity building for USG implementing partners. The person will also support monitoring, evaluation and learning (MEL), collaborative learning and adaptation (CLA), and quality improvement (QI) needs of the project.  The position reports to the Senior Technical Advisor SBC and has a supervisory role for 4 SBCA staff.

This position role reports to the SBCA Senior Technical Advisor SBC and has a supervisory role for five Regional SBC Technical Assistance Specialists. This position involves 20% in country travel.

Key Duties and Responsibilities:  

·        Support the Senior SBC Advsior to design high quality SBC interventions that transform households, communities and systems for improved health and development outcomes in areas including: Malaria, Tuberculosis, HIV, WASH, GHS, FP/RH and MNCH, and Nutrition.

·        Work with the Media Specialist, Digital Specialists, Rollout and Engagement Specialists to lead the rollout of designed SBC intervention across the country.

·        Directly supervise five regional technical specialists for Central, North and West Nile, Eastern and Karamoja, Western and South Western, and East Central and Kampala region to ensure that SBC needs of the USG implementing partners (USG IPs) are identified, reported and effectively addressed.  

·        Support the Senior SBC Advisor and Deputy Chief of Party in maintaining relations with USG IPs. Working with regional technical specialist the SBC Technical Advisor will ensure proper information flow between the USG IPs and the project.

·        Support the Senior SBC Advisor and Deputy Chief of Party to develop and implement an SBC capacity building plan FOR USG and non-USG implementing partners across the country.

·        Support the SBC Advisor and Deputy chief of party to create and strengthen national and regional SBC coordinating mechanisms. 

·        As part of the implementation of SBC interventions support the Monitoring, Evaluation and Learning (MEL) team carry out routine monitoring, evaluation, research, quality improvement, and learning to inform targeted design and rollout of interventions.

·        Support the MEL team and the CLA advisor to document lessons and deepen learning during the implementation of SBC intervention across the regions.

·        Keep abreast with international and national protocols on SBC and SBCA thematic areas of focus that include Malaria, Tuberculosis, HIV, WASH, GHS, FP/RH and MNCH, and Nutrition, and regularly impart the knowledge to SBCA staff and partners. 

·        Provide strategic and technical input and direction on SBCA annual work plans and Quarterly reporting for supervisees.

·        Represent the project in relevant technical meetings and events and make presentations when required.

·        Perform any other duties as assigned by the Supervisor.

Qualifications and Experience:

·        A master’s degree in communication, education, public health, social sciences or related field, with 7 – 10 years of experience in designing, implementing and monitoring SBC/ SBCC/ Health Communication programs.

·        At least 3 – 5 years’ hands on experience in providing technical assistance and supporting capacity building interventions for implementing partners, civil society organizations and or district health teams.

·        Relevant computer software skills (including, at a minimum, the standard applications in MS Office)

·        Prior experience with USAID-funded health communication/ SBC/ SBCC projects is preferred

·        Uganda national.

·        Excellent past performance references.

Knowledge, Skills and Abilities:

·        Demonstrated leadership qualities, depth and breadth of management expertise and technical experience.

·        Excellent communication and negotiation skills.

·        Experience in successfully engaging the private sector.

·        High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.

·        Excellent skills and experience in collaborative working relationships with IP staff, DHTs CSOs and GOU officials.

·        Strong written and verbal communication skills in English (and at least one key regional language)
