Project Overview:
With the RHITES-N Acholi Activity (Regional Health Integration to Enhance Services in Northern Uganda Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region. RHITES-N Acholi Activity, activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.
Job Summary: The Grants and Finance Officer will work closely with the Grants and Operations Manager to manage Grants Under Contracts (GUCs), sub-contractors, and other contractual arrangements supported by the project as well as support the Finance department unit operations. This includes the accurate maintenance of a tracking record of grantee expenditures and advances, reviewing grantees’ financial reports, building financial management capacity, ensuring compliance with USAID rules and regulations, and orienting grantees on sub-grant requirements.
Key Duties and Responsibilities:
- Work collaboratively with other members of the grants management team to develop and implement grants management systems.
- Carry out the financial reviews and project audits processes of grantees to ensure compliance with donor requirements
- Follow up on accountabilities from sub-grantees in a timely manner to necessitate the processing of additional funding.
- Review liquidation reports from sub-grantees, and ensure budgetary controls of grantees
- Support the activity by developing plans/budgets for the financial needs of subgrantees.
- Provide technical assistance to sub-grantees through mentoring, coaching, and training, that is intended to build the capacity of partners in internal control systems, timely and quality financial reporting as required by the program.
- As one of the first contact persons between the program and the subgrantee, always ensure that a good working relationship with clear communication is maintained.
- Work collaboratively with the other grants management team members in overseeing sub-grant functions and processes including solicitation to contracting, coordinating preparation of grant agreements, monitoring of grant periods, and closeout of the sub-grant awards.
- Work closely with other URC USAID RHITES N staff members in developing and carrying out annual work plans.
- Prepare sub-grantee reports and submit them to the Grants and Operations Manager, Finance & Admin Director, Chief of Party, and to the URC Headquarters.
- Implement policies and procedures around the administration and monitoring of grants, and procedures designed to comply with donor regulations.
- Work closely with the members of the grants management team to put in place a consistent- hard copy / electronic filing structure and system for financial information and contracts related to grants.
- Work collaboratively with the Program Managers to meet program goals.
- Ensure proper interpretation and application of donor procedures and regulations.
- Provide support in tracking and reporting of financial performance of grants.
- Work closely with the Grants Management team to establish tools to track supervision visits to partners and provide necessary updates to technical teams.
- Perform other duties as assigned.
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s Degree in business, Accounting, Management, or other relevant fields.
- Level 2 ACCA or CPA completed.
- At least five (5) years of experience in grants management for CSOs and CBOs and/or large donor-funded development programs (USAID desirable).
- In-depth knowledge of US Government cost accounting and procurement procedures.
- Excellent writing, computer, management, and organizational skills.
- Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
