Job Title:  Programme Policy Officer (IFMIS)

Organizational Context

These job is found in WFP Uganda Country Office, reporting to the Team Leader of  The Child Sensitive Social Protection Programme (CSSP), which is a SIDA-funded joint programme implemented by the Government of Uganda, UN World Food Programme and UNICEF. The overall goal of the programme is to improve community and household resilience among refugees and host populations in refugee-hosting districts of the West Nile.

The programme under its Capacity Outcome Statement is expected to enhance delivery capacities of national social protection programmes to effectively, efficiently, and equitably serve refugees and host communities in West Nile using SAGE, DRDIP & NUSAF as entry points in a way that improves their access to food and nutrition because of optimized and transparent programme design and delivery systems.

Through the capacity Needs assessment, it was determined that a feasibility study would be conducted on the deployment of the government’s Integrated Financial Management System (IFMS) to support SAGE and DRDIP beneficiary payments and operational support for DRDIP programmes.

Feasibility study questions will be,

  • What are the current beneficiary payment modalities in place for both DRDIP and SAGE beneficiaries?
  • What policies are in place to support the current payment modalities?
  • Are the current payment systems for beneficiary payment linked to the government IFMS system?
  • Are there policies that would support the deployment of the IFMS as a beneficiary and operation payment system for DRDIP and SAGE programme?

 

Job Summary:  To provide support to the feasibility study on the deployment of the government’s Integrated Financial Management System (IFMS) to support SAGE and DRDIP beneficiary payments and operational support for DRDIP programmes.

 

Key Duties and Responsibilities:

  • Identify and assess national policies in place that would support the deployment of IFMS as a beneficiaries’ payment platform.
  • Identify key technical persons that would be engaged in informatic interviews to support the feasibility study.
  • Consult key Person tools that would potentially be deployed to support beneficiary payments.
  • Conduct interviews with key stakeholders.
  • Assess the capacity of district local government officials in the use of Government to Person payment tools and platforms.
  • Analyze the current beneficiary payment modalities in place for both DRDIP and SAGE beneficiaries to identify areas for integration with national single registry and payment platforms through desk reviews and consultations
  • Conduct a validation meeting with key stakeholders on findings and recommendations.
  • Any other duties that will be assigned by the led Consultant.




Qualifications, Skills and Experience:

  • Advanced (Masters) University degree in financial management, Statistics, Information Communication and Technology (ICT) or in related academic field.
  • Language: Proficiency in English Language and proficiency in local language(s) widely used by beneficiaries in West Nile
  • At least seven years of professional experience in social protection, government to person payment
  • Experience with application of client services standards to resolve or escalate clients’ service problems
  • AT least three years in-depth experience working with the IFMS.
