Job Title:   Economic Recovery Specialist (Economic Inclusion)

Job Summary:  Reporting to the Project Manager (direct management) and Washington D.C.-based Senior Director of Refugee Affairs for Trickle Up (technical management), the field-based Economic Inclusion Specialist will ensure high quality programming and implementation of activities that support increased, sustainable social and economic status of participants and their households. S/he will be a senior member of the project team, responsible for providing technical expertise related to livelihoods, vulnerability and resilience-building, economic inclusion, economic recovery and related issues; bringing a market systems and gender lens to all aspects of program design and implementation. Under the technical management of Trickle Up, a US-based consortium partner with expertise in the Graduation Approach and social and economic inclusion programming and adapting it for people affected by displacement, the Economic Inclusion Specialist will ensure that project programming incorporates appropriate and relevant interventions and follows Graduation Approach best practices. The Economic Inclusion Specialist will work in close cooperation with the Project Manager, the Project Team Leader, Project Officers, Mentors/Coaches, other consortium partners, stakeholders, and private sector partners (as appropriate).

Key Duties and Responsibilities:  

Coordination:

• Collaborate with the Project Manager to support positive and collaborative working relationships in line with DRC’s Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
• Collaborate with the Project Manager to coordinate the implementation of field-level activities, including overseeing technical aspects of implementation of the project according to contractual objectives, ensuring the project meets or exceeds agreed targets with full
• Support the Project Manager to represent the project publicly at the site level, including in coordination fora with other agencies and stakeholders.

Programming and Technical Support:

• Lead on implementing the economic inclusion and livelihood strategy design and operational guidelines for the Graduation project focusing on the most vulnerable and extremely poor refugee and host community participants within the program area. This includes assessing potential livelihoods activities in terms of feasibility, climate risk, and gender or protection risks; supporting the development of training and coaching materials; and building relationships with potential partners and stakeholders.
• Work closely with consortium partners to interpret the comprehensive market and socioeconomic assessments and make recommendations on how to incorporate findings into project design refinement.
• In collaboration with Project Manager, Project Team Leader, Project Officers and Mentors/Coaches ensure integration of a gender lens into all economic inclusion/livelihoods activities.
• In coordination with consortium partners, contribute to the development of the monitoring and evaluation framework to ensure that the project is collecting data that adequately guide the implementation of the economic inclusion and livelihoods components.
• Support monitoring and reporting of progress, periodically facilitate processes using project data for iterative learning and adaptation.
• Contribute to the strategic direction of the project and consortium through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
• Identify and document best practices and lessons learned from the project that can be widely shared in publications, communication materials, and conferences.

Reporting:

• Contribute to timely and quality delivery of all organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability.
• Provide regular updates on progress to supervisors and other team members, including U.S.-based Trickle Up colleagues.

Qualifications, Skills and Experience:

• The applicant for the Danish Refugee Council (DRC) Economic Recovery Specialist (Economic Inclusion) job must hold a Master’s Degree in agriculture, agribusiness, business, development studies, social sciences, international development or relevant degree qualifications.
• Eight years or more experience leading the design and implementation of social and economic inclusion and livelihood programming
• A minimum of three years’ experience working in refugee contexts
• Demonstrated experience integrating market and livelihoods assessments findings into program implementation strategies
• Experience developing and integrating economic inclusion/livelihood strategies for people living in extreme poverty, preferably in a refugee context
• Experience with the Graduation Approach programming is strongly preferred
• Experience using Participatory Learning and Action (PLA), Participatory rural appraisal (PRA), Poverty wealth ranking, and/or other participatory methods
• Experience incorporating gender aspects into program design and implementation a significant plus
• An understanding of climate adaptive and climate mitigation measures in livelihood programming
• A strong understanding of local administrative and government structures – familiarity with Uganda’s social, political, and economic context
• Knowledge and experience in establishing or supporting Village Savings and Loan Association (VSLAs) and/or similar savings groups
• Proven experience building staff and stakeholder’s capacity, through coaching, mentorship, and training including adapting/developing materials and facilitation guides
• Ability to effectively manage competing deadlines
• Strong communication, analytical, and writing skills
• Experience with Danida projects preferred, but not required
• Able and willing to be based in West Nile, Uganda with occasional travel. Travel to remote and isolated rural communities will be required within this role.
• The position requires a high degree of collaboration with program staff and consortium members to ensure effective communication and priority setting.
• Languages: Excellent verbal and written English.
