Strømme Foundation (SF) is a Norwegian Non-Governmental Organization (NGO) which facilitates humanitarian and development work for needy communities in the third world countries for greater equality and quality of life with dignity. SF does not directly implement such development activities but collaborates with and enables indigenous registered NGOs or CBOs to carry out such activities. Main areas of concentration are in the fields of Education, Livelihoods and Building strong civil society.

 

Job Summary:  The PMEAL Officer will be primarily responsible for improving the RISING project, reporting on results from supported interventions at both the output and outcome level, ensuring program quality and appropriate targeting, and for helping the organization to grow as a knowledge center. S/He will substantially contribute to overall direction, strategy, program formulation and implementation of RISING program in the intervention areasin Moyo/Obongi and Yumbe.

 

Key Duties and Responsibilities: 

  • Participate in coordination, planning and organizing RISING project activities and operations monitoring and evaluation work including collection of OOSC data.
  • Participate in development of appropriate M&E reporting tools and facilitate/oversee their use.
  • Provide assistance in the implementation, data collection baseline, mid-term and participatory evaluation/ end line surveys of all RISING project
  • Provide guidance and participate in situational analysis of proposed communities of intervention as well as collecting and dissemination situational analysis data of RISING Project interventions.
  • Facilitate/Carry out participatory preliminary studies to establish baseline data to identify unmet needs of communities in basic education.
  • Provide assistance to local partners in implementing Monitoring and evaluation work of the RISING project
  • Participate in the development and management a data base for The RISING project
  • Participate in the annual reports and proposals preparation
  • Support the project team and partners in extracting lessons learned and good practices, documenting case studies which demonstrate qualitative and quantitative changes.
  • Support partners in developing new and reviewing existing log-frames, work plans and M&E plans, ensuring that they are in line with SF’s strategic plan and other master documents.
  • Participate in periodic Organization Capacity Assessments
  • Participate in training activities of the RISING project staff and those of SF partners in various aspects of PMEAL.

 

Specific Tasks are:

Partner level

  • Facilitate the RISING project Education Specialist to help partners to come up with their mechanisms for monitoring and evaluation.
  • Build capacity of RISING partners in results-based management including supporting the implementation of log-frames and M&E plans of the RISING project.
  • Help partners to develop and maintain their database that will help in monitoring, tracking and evaluation of the RISING project.
  • Build partners’ capacity for internal periodic assessments, reviews, and evaluations. This has to be done in consultation with program leaders.




Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Education, Development studies, Project Monitoring and Evaluation, or equivalent and extensive training and Solid experience in Monitoring and Evaluation functions.
  • At least three to five years of demonstrated experience in supporting Primary Education programs in Emergency and Development contexts, experience with EAC is desired.
  • Proven ability and experience in designing and implementing results-based monitoring and evaluation approach, plan, and framework
  • Deep and substantial knowledge of Monitoring and Evaluation, and experience in designing tools and strategies for data collection, analysis and production of results, research systems and processes
  • Strong analytical skills and ability to analyze data and synthesize diverse information to produce concise and comprehensive reports.
  • Solid organizational skills, strong work ethics, integrity and capacity to multi-task and work in a team environment.
  • Strong interpersonal and communications skills as well as the ability to design and provide technical assistance and build capacity of the experts in Ministries of Education and other implementing partners.
  • Excellent computer skills, including ease in using statistical applications, database, word processing, spreadsheet and presentation software
