About US:
The Jane Goodall Institute Uganda is implementing two projects namely Green Lung III (GL III) and Growing Together II (GT II) funded by the Government of Austria Ministry of Climate Action, Environment, Energy, Mobility, Innovation and Technology and the Austrian Development Agency, respectively, for a period of three-years.
The GL III project focuses on addressing holistic reforestation in Budongo and Bugoma Corridor (BBC), western Uganda aimed at enhancing the resilience of forest adjacent communities and protecting ecosystems through community-led adaptation. The project is expected to carry out interventions focusing on riparian forests and CFRs to reduce the vulnerability of people, livelihoods, physical assets, and natural systems to the adverse effects of climate change. Major activities that the project is implementing are reforestation, trainings in improved farming practices and distributing seed alternative livelihood options, establishing a system for Climate Information Services’ (CIS) and dissemination in target communities and promoting women’s equitable participation/control of natural resources and livelihood assets in target communities.
The GT II project promotes participatory management of forests and water resources, in western Uganda targeting the River Waki and its tributaries. The project is being implemented in two parishes of Nyantonzi and Kasongoire in Budongo and Nyantonzi sub-counties respectively in Bujenje County, Masindi District, Western Uganda. The GT II project long-term objective is to contribute to the maintenance of ecosystem function of catchment forests in the Albertine Rift region of Uganda through an Integrated Water Resource Management (IWRM) approach by reducing the vulnerability of targeted populations and promote adaptation (capacities) to the impacts of climate change.
Major activities that the project is implementing are: 1) development of Catchment Management Plans; 2) restoration of 1,700 hectares from multiple degraded landholdings and forest; 3) improving the efficiency and effectiveness of the charcoal value chain to mitigate a major driver of deforestation while increasing energy security and sustainability; and 4) promoting gender inclusivity and participatory planning in all project components to ensure gender responsiveness and equity.
JGI under the two projects it is expected that JGI-Uganda will establish mechanisms for women’s equitable participation/control of natural resources and livelihood assets in target communities within the legal framework in Uganda.
Scope of work
The activity is expected to be conducted in 18 parishes: two in Masindi; ten in Hoima; and six in Kikuube districts. The beneficiaries to be reached are members of community-based organizations, including Private Forest Owners Associations (PFOAs).
Objective
The objectives for the consultancy are:
- Conduct an area-specific gender study to clearly understand gender contextually and the foundational issues underpinning gender disparity in the community.
- Empower women, men, and youths to equally participate in natural resources management and livelihood activities.
Specific tasks
- Conduct an area-specific gender study to clearly understand gender contextually and the foundational issues underpinning gender disparity in the community; this includes a participatory survey to determine practical activities that would directly benefit and empower women; share, review and collectively make practical recommendations.
- Network with relevant stakeholders including advocacy groups, NGOs, government, and political offices influence and promote integration of activities that empower women.
- Mobilize women and men in equitable proportions to engage in the project economic activities that are defined by gender roles and responsibilities.
- Conduct tailored gender-specific trainings targeting women and men, as well as youth in attendance while ensuring equity in leadership positions; and
- Train entire household (women, men, and youths/children) in specific activities to entrench shared gender roles and responsibilities.
Deliverables and reporting requirements
The facilitator will produce the following deliverables:
- A gender study report clearly indicating issues underpinning gender disparity in the community; this includes a participatory survey to determine practical activities that would directly benefit and empower women; share, review and collectively make practical recommendations;
- Meeting reports for stakeholder engagements with clear description of objectives for the meetings and the stakeholders involved;
- Reports for tailored gender-specific trainings targeting women and men, as well as youth;
- Increase in women engagement in the project economic activities to at least 30% during the project lifetime end of project, including a 30% representation in leadership positions; and
- At least 50 photos taken during each of the five activities to be conducted in by the consulted firm.
Timeframe: The assignment is planned to be undertaken in a period of 24 months from the date of signing the contract.
Required competencies
- An outstanding knowledge of gender issues and regulations (Laws, Policies) and practices in Uganda;
- Must be a highly experienced woman-owned firm specializing in promoting gender inclusivity in natural resources management activities in developing countries;
- A good understanding of the Peace methodology to address gender disparity;
- A good understanding of various community development approaches and participatory tools and their applications;
- An outstanding knowledge of and experience in community dynamics;
- Good facilitation, report writing and negotiation skills in relation to responsiveness and equity where a win-win situation is ensured without compromising the existing social and cultural regulations and practices at different levels of society;
- A good understanding of the roles and responsibilities of other key stakeholders in promoting gender equality and governance is very critical in this assignment; and
- Good capability to involve stakeholders like local government, CSOs, Security Organs, Academic and Research institutions, central government, religious, cultural, and local leaders among others in the project activities.
NB 1: The consultancy shall work hand in hand with JGI project focal persons for the purposes of supervision, learning and process ownership. However, the consultant should not budget for JGI staff and meals for the community and other stakeholders’ meetings.
