Enabel, Belgian development agency, together with different Government Ministries, are implementing the bilateral Co-operation between Uganda & Belgium.
Job Summary: In the framework of the “Support to the Implementation of the Skilling Uganda Strategy (SSU) implemented by Ministry of Education and Sports and Enabel in Uganda, (1) Public Procurement Officer with the describes roles below. This recruitment is also seen to constitute a Pool of Procurement Officers.
Key Duties and Responsibilities:
- Manage the public procurement procedure for contracts upward from 25,000 Euro for the various interventions and the Representations and ensure good progress; analyse initial requests collect technical specifications from the interventions as well as draw up documents to justify the essential decisions regarding the award procedure.
- Support the development of and supply to interventions the necessary tools for the proper management of public procurement contracts (templates, guidelines, checklists and other tools) to guide the projects in preparing calls for proposals as well as establishing a plan to support them in all steps of the procedures
- Know applicable public procurement/grants legislation and study the regulatory framework and other documents regarding public procurement in accordance with Belgian legislation, EU regulations;
- Ensure accurate checks and provide Notice of No Objection in accordance with the levels fixed by the internal control for public procurement of interventions whose management does not fall under the service center;
- Ensure that contracts are permanently performed, in consultation with the technical officers, in order to adapt the contracts to needs and in view of strict budget management and to avoid business, legal and technical issues with the suppliers;
- Write letters in the framework of the procedures, including the provision of explanations, whilst strictly respecting equal treatment of tenderers as well as keeping independence of appreciation.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelors’ Degree in Procurement and Supply Chain Management;
- Additional Advancement in Procurement Qualifications will be of an added advantage.
- At least five years of proven, relevant experience in Public Procurement and Supply Chain Management;
- Strong (written and oral) Communication skills: expressing ideas and opinions clearly in a structured manner that appeals to the reader
- Taking initiative and creativity: recognizing opportunities and acting on them; self-starter, coming up with original solutions for job-related problems, devising new methods of work and solution oriented;
- ICT skills in Word, PowerPoint, social media platforms, Excel, and using ICT tools;
- Strong analytical skills: identifying problems and recognizing significant information.
- Knowledge of Public Procurement and Grants Management in development agencies;
- Knowledge of Procurement Procedures, Manuals and documents used in Bilateral co-operation;
- Experience of working for civil society, bilateral or a multilateral agency would be an advantage
- Ability to be patient, agile, flexible and cooperative.
- Soft skills such as ability to effectively work in a team.
Salary Package: Enabel will offer a monthly gross salary package of between UGX 4.3M – 4.8M, Medical insurance and a 13th Month package paid in December. Salary is accordance to years of experience.
