RTI International is an independent not-for-profit organization dedicated to conducting innovative, multidisciplinary research and programming to improve the human condition. With a worldwide staff of more than 4,000 people, RTI was founded in 1958 by universities in North Carolina as the first scientific organization in and the centerpiece of its Research Triangle Park. In the international education sector, from our longstanding work in post-apartheid South Africa to innovative work in Early Grade Reading Assessment (EGRA), including quite recently in Uganda, RTI works to improve education quality, relevance, access, and efficiency around the world.
RTI is now recruiting candidates for an upcoming USAID funded education project in Uganda. This project is in support of education system reform, primary education and youth development, and teacher development through pre- and in-service teacher training. In particular we are looking for candidates to lead projects aiming to improve the teaching and learning of literacy and numeracy, with an emphasis on reading, in the early years of primary school. This position will be long term, with the potential for transition to other education project and programming work with RTI.
Position: Deputy Chief of Party
Qualified candidate will play an integral role in overseeing programmatic activities and providing managerial supervision for all aspects of the program. This position will be responsible for program management, will work closely with technical and administrative personnel to ensure effective implementation, and will liaise with senior government officials and other stakeholders in representing the program.
Essential Job Functions:
  • Support the COP to coordinate and provide leadership to all technical and managerial activities.
  • Provide guidance and support to technical staff to implement program components, including support for early grade reading and mathematics instruction, teacher training, district support, and social advocacy initiatives.
  • Interface with both USAID and other counterparts regarding the overall direction of the project in the absence of the COP.
  • Oversee general office operations, financial management, monitoring and evaluation, communications, and information technology support. Provide oversight to budgets, grants, operational plans, reporting, and procedural and financial compliance.
  • Establish and maintain cooperative relationships with key stakeholders, including government counterparts.
  • Be accountable for the timely submission of all required contractual deliverables and expected results.
Required Qualifications and Experience:
  • Master’s or higher degree in a related field.
  • 12 years of relevant experience in education program implementation, early grade learning, teacher professional development and/or district and school management support programs.
  • Demonstrated experience supporting Ministries of Education to improve their education systems, working in the education or human capacity building sector for education management and service delivery.
  • Experience as a senior-level manager of similar education programs.
  • Prior experience and familiarity with donor project management policies, procedures and reporting requirements, particularly USAID.
  • Prior experience working on a large-scale (e.g., $10 million or larger) project and familiarity with donor project management policies, procedures and reporting requirements, particularly USAID.
  • Excellent interpersonal, communication and team work skills.
  • Fluency in English required.
