Project Administrative Officer Job – Doctors with Africa CUAMM Uganda

Doctors with Africa CUAMM, is working towards universal access to quality health services in Africa. It works to strengthen health systems so that they can deliver health services as a right, particularly to mothers, children and the least privileged. CUAMM is implementing a 5-year project – “Strengthening the Health System of Oyam District through Effective Public Private Partnership to Guarantee Access, Quality and Equitable Health Care For the Mothers and Children” with support of private foundations, regional authorities and organisations in Italy.
Applications are invited from suitably qualified persons for one post of Project Administrative Officer to be based in Oyam district – Aber Hospital.

Duties & Responsibilities
·         Accurate preparation, updating, maintenance and custody of key management records – voucher, banking information, receipts, personnel files e.t.c.
·         Preparation of periodic financial statements as required by the project – most importantly receipts and payments, bank reconciliations, cash flow statements e.t.c.
·         Ensure that disbursements remain within the budget and are allowed according to the project budget and established procedures and policies.
·         Local banking
·         Preparation of various process documents – e.g. monthly plans, payment schedules, salary schedules
·         Reminding the project manager of the various management schedules
·         Supervision and appraisal of staff according to CUAMM Uganda guidelines
·         Provide inputs to the quarterly and annual reports of the project
·         Ensure total project office compliance with CUAMM and Hospital and Government established procedures and policies for financial and resource management.
·         Keep up to date information and advice the project manager on relevant Ugandan employment, tax and corporate laws and making sure that the project operates in accordance with all of them
·         When called upon, participate in the training of health unit staff in management aspects.
Participate in the work plan processes where his/input is required

Qualifications and Skills Required:
·         Bachelor degree in accounting or business administration with accounting option, at least 1 year experience,
·         Ability to create teamwork be part of a team and motivate other staff;
·         Ability and will to live in Oyam and to work under little supervision meet tight deadlines and work outside normal duty time if need be.
