Context:
Under the overall supervision of the Chief of Mission (CoM) in Uganda, the Programme Coordinator position will comprised of three main functions – a) the management and coordination of a community-based reintegration project in Northern Uganda; b) programme support, project development and donor liaison; c) provision of general support to the CoM.
Supported by two joint UN programmes (Peace Building Fund and UN Joint Programme on Population), the IOM Community-Based Reintegration Programme (CBRP) aims to support the economic and social development of Female-Headed Households (FHH) in rural areas in Northern Uganda. Targeting highly vulnerable community members, the CBRP assists in the establishment of Peer Support Groups through which skills, resources and technical support are transmitted to provide the basis for sustainable livelihood activities. Significant emphasis is place on frequent and regular monitoring and evaluation of the progress of the beneficiary groups.
Core Functions / Responsibilities:
       I.            Project Management of Community-Based Reintegration Project
·         Provide the overall management for the IOM Uganda CBRP, managing project staff and resources based in two (2) field offices covering three (3) districts in Northern Uganda, while ensuring project targets are met within agreed timeframe, and beneficiaries are served as set out in the project objectives.
·         Assume financial management for the programme by planning and monitoring expenditures against budgets, to ensure that the project runs in a cost-effective, and corruption-free way, in coordination with Finance, who will be responsible for close budget supervision.
·         Support and promote the programme though representational activities, including meeting and developing institutional relationships with government, the UN, donors, stakeholders and partners in order to promote the development of the CBRP and other related projects.
·         Provide written/verbal/presentational reports and assessments of the CBRP to meet donor/financial requirements and promote the programme within IOM.
    II.            Programme Development and Donor Liaison
·         Act as focal point in Uganda for the design and development of new programmes/projects in close coordination with the CoM, Regional Office, relevant programme managers, governmental authorities, international and regional institutions as well as partners’ organizations in public and private sector.
·         Act as focal point for IOM Uganda for Project Development and respond to inquiries from Headquarters and network of IOM regional offices.
·         Conceptualise and design programmes based on solid results framework that responds to emerging trends, country and donor priorities.
·         Contribute to the process of establishing a functional governmental and non-governmental infrastructure capable of raising awareness on issues relevant to IOM’s mandate and Uganda, promoting project/programme-related activities, and strengthening existing referral structures through assistance mechanisms.
 III.            Chief of Mission Support
·         Maintain a continuous flow of information on project development and donor/government liaison issues, highlighting areas which require the Chief of Mission’s support or intervention.
·         Prepare policy briefing in relation to the Chief of Mission’s liaison functions for the Government of Uganda, senior partners, visiting delegations and donors. Liaising with respective programme managers for related organizational events and partner United Nations Country Team (UNCT) organizations.
·         Represent in inter-agency meetings in relation to the establishment and implementation of joint programmes in coordination with programme managers, as requested by the Chief of Mission.
·         Ensure adequate follow-up with mission staff in support of the Chief of Mission’s strategic input and key decisions, including oversight of the mission’s development of a country programme.
·         Coordinate with programme coordinator and provide support in drafting regular progress reports for submission to the donor and Headquarters.
·         Perform other such duties as may be assigned.

Desirable Qualifications and Experience
·         Completed advanced university degree from an accredited academic institution, preferably in Political or Social Sciences, Business Administration, International Relations and/ or Law;
·         Two years of experience (or four years of experience for candidates with first level university degree) in the Migration or Development fields;
·         Experience in project design;
·         Experience in liaising with government authorities, international institutions and NGOs,
·         Experience in reporting and writing skills.
Languages
Thorough knowledge of English. Working knowledge of Ugandan languages an advantage.
