The Danish Refugee
Council (DRC) is a private, independent, humanitarian organization working on
all aspects of the refugee cause in more than 36 countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.
Job Summary: The Consortium MEAL Coordinator will be
responsible for the monitoring, evaluation, learning, accountability and
information management systems under the DRC-led ECHO Consortium. She/he will
work closely with the M&E focal points from each of the consortium partner
agencies and the program implementation teams to ensure effective MEAL
practices are applied throughout the project period – and specifically provide
technical leadership on related activities such as assessments, evaluations,
learning events and inter-agency accountability systems.
Key Duties and Responsibilities:
Monitoring and
Evaluation
·
Support
the Consortium Coordinator – in coordination with the other consortium agency
field teams – to develop an M&E plan for the consortium; ensure its
actively implemented, regularly and timely updated and that M&E findings
for all agencies are integrated in all reports.
·
Develop
a performance monitoring framework for the consortium to track progress of the
partners and the consortium towards achieving the project objectives. The MEAL
Coordinator will also be required to provide updates to the head of PMU and
Steering Committee on a regular basis.

Coordinate
with consortium agency field staff to develop tools for data collection,
ensuring they are harmonized across the consortium and aligned to the project
log frame as well as ECHO reporting requirements.

Review
and approve any M&E tools developed by the programme field teams.
·
Take
lead in data collection and analysis.
·
Support
the use of inter-consortia database
·
Play a
leading role in all assessments, evaluation and any other form of internal
surveys such as baseline assessments, post-distribution monitoring etc.
Information
Management
·
Steer
the implementation of an information management platform as well as develop a
data quality framework to closely ensure quality data management.
·
Work
closely with the data management firm that will be outsourced, to ensure that
the data being provided meets the quality standards and reporting requirements.
The MEAL Coordinator will also function as the point of contact between the
consortium and the data management firm.
Accountability
·
Strengthen
the existing community feedback and response mechanisms across the consortium
as needed.
·
Support
consortium programs field staff to ensure they have the capacity to implement
effective accountability systems pertinent to the project.
Learning and
project quality
·
Develop
a learning strategy and oversee its active implementation throughout the
project.
·
Participate
in project kickoff meetings, review meetings and close-out meetings in order to
highlight components aimed at replicating good practices and strengthening
synergies between activities, partners and other interventions in the same
operational areas as the project.
·
Regularly
present M&E findings to the PMU, Project Steering Committee and technical
working groups and others for as necessary.

Support
the project in the furtherance of its aim to have strengthened integrated
programming by actively proposing ways of achieving this using M&E findings
Qualifications, Skills and Experience:
·
The
ideal applicant for the Danish Refugee Council (DRC) Consortium Monitoring,
Evaluation, Accountability & Learning Coordinator – ECHO job must hold a
University Degree in Statistics, Economics, Social Sciences, Computer sciences
and other related fields
·
PGD
Monitoring and Evaluation
·
The
desired candidate must have a post-graduate qualification in monitoring and
evaluation
·
A
minimum of five years’ active experience in humanitarian programming is
required
·
Previous
experience working under complex, multi-sectoral emergency interventions is
desired
·
Experience
in developing/managing information management systems for large humanitarian
programs
·
Experience
working under projects implemented in consortia.
·
Understanding
of cash-transfer, WASH and shelter interventions in a refugee setting is
desired
·
Ability
to manage large quantities of data as well as knowledge and experience in using
statistical packages is required
·
Excellent
analytical and reporting skill.
·
Effective
Communication skills
·
Languages:
English- fluent in both
speaking and writing.
