Job Summary: Job holder serves as technical advisor to agency officials, the Ministry of Health (MOH) implementing partners and non-governmental organizations (NGOs) in the planning and strengthening of programs and activities related to HIV and tuberculosis. Incumbent designs, manages, implements and evaluates sound and – cost effective interventions aimed at bolstering TB diagnosis and treatment.

Key Duties and Responsibilities:
  • Responsibilities include program development, monitoring, reporting and close collaboration with partners to ensure that all research and analysis in laboratories are carried out in accordance with program objectives and internationally recognized best practices.
  • The incumbent leads in effective development and implementation of quality health programs for TB establishing linkages, strengthening systems & ensuring quality in public and private health services.
Qualifications & Experience:
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education required: Completion of a master of public health (MPH), master of science public health (MSHP), medicine, epidemiology, health policy, public administration, behavioral or social science is required.
Work Experience required:  Five years work experience in Tuberculosis activities including programme implementation and evaluation. Research, clinical medical research, or related biomedical research.
Language required:  Level IV English ability (fluent written, spoken and reading). Knowledge required:  In order to support the host government and implementing partners in the development and strengthening of effective services for those who are co-infected, a cross-cutting professional knowledge foundation in both TB and TB/HIV activities is required. This would include detailed knowledge of current TB/HIV infectious disease issues, behavior change, counselling, care, testing and clinical interventions related to Tuberculosis and HIV treatment for co-infection. Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required. Detailed specialist knowledge of agency TB/HIV public health programs, policies, regulations and precedents applicable to the development and administration of national/international public health programs funded by PEPFAR is required. Working knowledge of overall administrative requirements in support of memoranda of understanding and cooperative agreements is required.
Skills and Abilities required: 
  • Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to accomplish reporting requirements.
  • Strong managerial skills are required to operate independently with limited direct supervision of day-to-day activities and to lead results-driven project teams and workgroups.
  • Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.
  • The incumbent will be expected to exercise considerable ingenuity and tact in applying PEPFAR guidelines to TB/HIV public health settings, as the programs are highly complex.
  • The ability to influence other collaborative organizations engaged in HIV/AIDS treatment programs to adopt appropriate strategies for improving the programs for patients with TB/HIV co-infection is an important skill required for this position.
  • Intermediate user level of word processing, spread sheets and databases is required.
  • Strong skills in interpretation of program monitoring and evaluation data are required. This would include the ability to understand and synthesize numerical data.
