Job Summary: The Voluntary Medical Male Circumcision/Quality Assurance (VMMC/QA) Specialist works under the direction of the Bio-medical & Behavioral Team Lead and receives technical guidance from the senior Medical Male Circumcision Specialist.

Key Duties and Responsibilities:
· Job Holder develops norms and standards for quality assurance systems for the safe delivery of VMMC services for HIV prevention for the PEPFAR Program in Uganda.
· Provides technical assistance and organizes and delivers training, seminars/workshops on quality assurance tools and assessments; under the guidance of MOH;
· Assists implementing partners with continuous quality improvement implementation of VMMC services through training and monitoring of VMMC services implemented by CDC Uganda.
Qualifications & Experience:
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education required: Completion of a master’s degree in public health, epidemiology, or health policy, or education, or public administration is required.
Work Experience required: Five years of progressively responsible experience in a public health or development-related public or non-governmental organization, including one year of experience managing clinical quality assurance efforts at the national level; demonstrable professional experience with HIV prevention programs required.
Language required: Level IV English ability (fluent written, spoken and reading). Knowledge required: Must possess detailed knowledge of established techniques, regulations, and requirements related to quality assurance activities, and skill in applying this knowledge to plan and perform a variety of assignments in VMMC related treatment and services. Incumbent must have thorough knowledge of HIV/AIDS program design, implementation and evaluation. An in-depth understanding of and familiarity with HIV/AIDS prevention, care and treatment services is required. Practical knowledge of conventional fact finding or investigative techniques, and skill to develop, analyze, and evaluate facts relative to unsatisfactory conditions or trends, and to prepare documented reports of findings. Good working knowledge of overall administrative requirements and management in support of contracts/cooperative agreements/grants/purchase requisitions is required.
Skills and Abilities required:
· Incumbent must have the ability to establish and maintain contacts with a wide-range of government officials, implementing partners, and site-level providers engaged in VMMC, HIV/AIDS prevention, care and treatment services.
· Must be capable of producing high-quality work and often work under time pressure and in complex situations.
· Exceptional interpersonal communication, teamwork, partnering and consensus building skills.
· Excellent computer skills with proficiency in word processing and Excel are required.
