Environment seeks to recruit Professionals in the Technical Support Units
(TSUs) to provide professionalized technical support to District Local
Governments to reinforce its role in monitoring and implementation of its
mandate with Local Governments. The provision of technical services has been
clustered in regional units with duty stations as follows: TSU 1-.Arua, TSU 2-
Lira. TSU 3 Soroti ,TSU 3 with Sub Unit-Moroto- TSU 4-Mbale, TSU 5- Mukono, TSU
6- Kabarole, TSU 7- Masaka &TSU 8- Mbarara.

- ·
Assist
Districts in developing realistic annual and quarterly work plans in line with
national investment plans and strategies in relation to water supply and water
resources activities. - ·
Assist
Local Governments (LGs) to generate and maintain baseline data and Management
Information System (MIS) - ·
Promote
participatory monitoring and evaluation in the Water and Sanitation sector at
all levels and to advise on the implementation of national policies, guidelines
and strategies and plans for (Urban and Rural) water supply and sanitation,
water for production and water resources management. - ·
In
collaboration with other team members, conduct organizational self-assessments
(OSA) of districts, sub counties, private sector organization (PSO) and
NGOs/CBOs guiding participants to identify engineering related capacity gaps. - ·
Work
with LGs to define capacity gaps, capacity indicators and draw plans and
strategies capacity building and support LG capacity building plans. - ·
Advice,
assist and quality assure the activities carried out by LGs that are sector
specific and strengthen the capacity of the districts Water Office in project
identification; study, design, and preparation of project proposals,
procurement management and supervision of works to ensure value for money. - ·
Introduce
and promote appropriate technologies, address technology issues related to the
processes of planning, costing, implementing, maintaining, monitoring and
evaluation. - ·
Carry-out
any other work that will be assigned by the client or his representative
through the team leader of the Unit.
Qualifications,
Skills & Experience:
Skills & Experience:
- ·
An
Honors degree in Civil Engineering/Water/Mechanical Engineering or hydrogeology
from a recognized University. - ·
A
post graduate diploma in Water resources management or water supply shall be an
added advantage. - ·
A
minimum of six (years professional experience, three of which should be in the
water and sanitation sector. - ·
Being
a registered Engineer will be an added advantage. Significant experience in
implementation of projects with Local - ·
Governments
and a good understanding of Local Government regulations are essential. - ·
High
level of ethics and integrity - ·
Innovative
and proactive, enjoys making things happen, does not wait for them to happen - ·
High
level of inter-personal, decision- making and problem solving skills. - ·
Excellent
verbal and communication skills - ·
Demonstrated
ability to work independently and with teams to achieve district objectives. - ·
Computer
knowledge, with knowledge of design is must.
