The African Network for the Prevention
and Protection against Child Abuse and Neglect (ANPPCAN) Uganda Chapter is a
national child focused organization working to protect and promote the rights
of children with particular focus on preventing and redressing violations of
children’s rights.
Job
Summary:
  The Manager M & E will ensure a sound resource base
for the organisation through development and marketing of high quality fundable
project/programme proposals to donors. The position also ensures a high accountability
system for the work of the organization.
Key
Duties & Responsibilities:
  • Spearheading
    and coordinating needs assessments and identification and ensuring that
    the outcomes are shared across the programme team in a timely manner.
  • Leading and
    coordinating the process of developing high quality project/programme
    proposals in compliance with donor guidelines and timeframes and in line
    with the organisation’s strategic plan.
  • Incorporating
    feedback from M& E processes into programme/project design
  • Working with
    the Senior Fundraising and Marketing Officer, maintaining a comprehensive
    and up to date database of donor agencies and institutions and keep track
    of funding opportunities.
  • Developing and
    maintaining relationships with external stakeholders and donors and ensuring
    that the organisation takes advantage of both solicited and unsolicited
    opportunities.
  • Building the
    capacity of the programme team in project design and development.
  • Representing
    ANPPCAN in meetings and fora related to program development.
  • Providing
    technical advice and guidance to the programme team in relation to quality
    programming.
  • Contributing
    to the development of an information management system that enhances
    programming efficiency.
  • Regularly
    monitoring and following up and reporting on the status of ANPPCAN’s
    proposals to donors.
Qualifications,
Skills and Experience:
  • Minimum of a
    Bachelor’s degree in Social Work and Social Administration, Development
    Studies, Community development or any Social Science field with specialised
    training in project planning and management obtained from a recognized
    institution. 
  • Post graduate qualifications in finance management, human
    rights, project planning and management an added advantage.
  • At least 4
    years experience working in the area of programme/project developing,
    implementing, monitoring and evaluation of which 2 years are in a
    management/ supervisory role.
  • Demonstrated
    experience in designing and implementing M&E systems, including
    performance tracking, impact evaluations, statistical sampling, indicator
    development, survey/questionnaire design, interviewing techniques, and
    quantitative and qualitative data analysis and ability to use participatory
    quantitative and qualitative planning tools and methodologies including
    familiarity with Planning and budgeting software programmes
  • Excellent
    written and oral communication skills with attention to detail and
    accuracy
  • Well-developed
    analytical skills and synthesising capability
  • Ability to
    network with different stakeholders and maintain strategic relationships
    and networks
  • A good
    understanding of human rights issues
  • Able to
    coordinate teams at various levels of the organisation’s hierarchy
  • Able to work
    under pressure and meet multiple and sometimes competing deadlines.
