About USAID Project:
The Stop Malaria Project (SMP) is a five-year USAID funded initiative
awarded in September 2008. The project is being implemented by a consortium of
partners led by the Johns Hopkins University. Bloomberg School of Public
Health, Center for Communication Programs (JHU/CCP), Other Partners include
Malaria Consortium, Communication for Development Foundation Uganda (CDFU) and
Infectious Diseases Institute Limited (IDI).
Job Summary: The M&E
Specialist will assist the Deputy Chief of Party / M&E Manager to provide
technical oversight for all monitoring and evaluation activities and support
for strengthening of information systems.
Key Duties &
Responsibilities:
  • Provide technical inputs in the design,
    implementation, and refinement of a comprehensive M&E system to track
    and monitor progress based on the project Performance monitoring plan;
  • Work with the NMCP, RC-MoH and district
    teams to ensure LUN distribution data is well documented and reported to
    the donor;
  • Provide support in the development and use
    of data collection tools in support of routine reporting and updating of
    the PMP, including support for an online USAID web-based M&E
    system(MEMS);
  • Oversee the design, Implementation, and
    analysis of surveys, including designing protocols, data collection tools
    and training materials for survey teams, as part of the M&E framework;
  • Assist in the design and implementation of
    operational research of malaria activities.
  • Spearhead project quality improvement and
    assurance activities.
  • Support capacity-building at rational and
    district levels through training and on job support supervision in M&E
    systems including HMIS, DHIS2 and mTRAC:
  • Support preparation of and participate in
    relevant technical meetings, workshops, and working groups;
  • Provide monitoring support to partners
    through regular field visits
  • Disseminate information through report
    writing, peer-review publications and presentations at national fora as
    appropriate.
Qualifications, Skills &
Experience:
  • An advanced degree in public health (e.g.
    biostatistics, epidemiology) or a pertinent social science, such as
    demography
  • Strong analytical, writing skills and
    extensive experience in M&E of public health projects/ programmes.
  • Experience with establishing, monitoring
    and assessing communicable disease M&E systems
  • Strong data analysis skills using STATA
    and other statistical packages such as EpiData, SAS, and SPSS.
  • Proven experience in
    capacity-building/skills transfer, particularly working with government
    and non-government colleagues.
  • Demonstrated ability to work independently
    as well as collaboratively on a team, particularly with Ministry of
    Health.
  • Experience working with government
    departments and/ or international NGOs
  • Experience in research and field studies;
    Proficient in standard MS Office software applications.
  • Strong presentation skills, good
    communication and interpersonal skills.
  • Ability to maintain a high standard of
    personal conduct.
  • Desirable skills:
  • Familiarity with IT systems and solutions.
  • Strong writing skills with publications in
    peer-reviewed journals.
  • Understanding of the culture and working
    system structure of the public health sector in Uganda.
