About Plan:
Plan Uganda, with
funding from Plan Germany and in collaboration with Kamuli District Health
Departmant, is rolling out implementation of a four-year integrated child
health project –Strengthening Community Responses to Promote Early-child
Survival (SCORPES) in Kamuli District. The project will support delivery of
both facility- and community based child survival interventions, including
EMTCT; while promoting health rights, community advocacy, demand creation and
social accountability for improved health services in the communities of Kamuli
District.



Job Summary: The project coordinator will be key
in providing both technical and managerial support to the project.
Specifically, the incumbent will provide leadership to ensure effective
coordination of partnerships and collaborations; timely and effective
work-planning; and budget management and reporting according to donor
requirements and Plan’s policies. The Project Coordinator will be responsible
for conducting day to day implementation of project interventions and
coordinating PMTCT Plus Project activities. Working closely with other members
of the project team and other project stakeholders, s/he will ensure that the
project activities are implemented in a timely and efficient manner.

Key Duties &
Responsibilities:
  • Take
    lead in project planning and budget management to ensure effective project
    implementation
  • Lead
    the technical design of project interventions and development of technical
    tools with adequate consultation and participation of staff and other key
    stakeholders at all stages of project implementation
  • Coordinate,
    supervise and appraise project facilitators to ensure timely and quality
    delivery of the project.
  • Ensure
    efficient utilization and timely accountability of funds and other project
    resources in accordance with grant conditions
  • Develop
    a system for capturing, documenting and disseminating project experiences,
    achievements, lesson learnt and best practice to stakeholders while
    maintaining project records for accountability purposes.
  • Initiate,
    develop and nurture cordial relations with relevant government agencies
    both at central and local government levels, project partners, and the
    wider stakeholder fraternity.
  • Represent
    Plan Uganda at relevant technical working groups and events/forums to
    ensure Plan is acknowledged as a legitimate partner/actor.
  • Identify
    and participate in operational research related to the project.
 Qualifications,
Skills & Experience:
  • A
    degree in Social Sciences or Public Health and any other Health-related
    discipline.
  • Post-graduate
    training in Public Health or Project Management is of added advantage.
  • Training
    in the areas of HIV/AIDS/EMTCT; and Integrated Community Case Management
    (ICCM) of childhood illnesses is of added advantage.
  • At
    least 5 years of hands-on experience implementing Community-based Child
    Health projects, 3 years of which MUST have been at project/budget
    management level.
  • Practical
    knowledge and skills in designing, planning, implementing and monitoring
    of facility and community based HIV/PMTCT and child health programs.
  • Practical
    experience in working with district and community health systems including
    Village Health Teams (VHT).
  • Experience
    in MCH-related capacity building for health facility and community health
    delivery teams.
  • Willingness
    to work in a typical rural district and travel 60% of the time in field.
