About this Project:
Malaria Consortium Uganda was recently awarded funding by Comic Relief to implement the Malaria Control Culture project in Tororo District in Eastern Uganda. The project will run for three years (August 2013- July 2016). In order to address the malaria burden in Tororo District, Malaria Consortium proposes following on the heels of a nationwide net distribution campaign expected to attain universal coverage of LLIN by implementing two methods of continuous net distribution (ANC services at health facilities, and primary schools); a strong communications campaign to strengthen healthy behaviours around malaria prevention and treatment (including demand for and use of LLINs) and treatment seeking behaviour; and to strengthen diagnosis of malaria and the management of alternative causes of fever at health facilities. This is expected to foster a ‘culture of malaria control’ at community and health facility levels throughout Tororo District, thereby leading to a decrease in malaria morbidity and mortality, as well as malaria transmission.  
Job Summary:  The Technical Officer (TO) will be responsible for working with Tororo District leadership (political, health and education) to implement Malaria Control Culture project activities in Tororo. The TO will work with the district leadership to plan for project activities, provide technical support and oversight of implementation with Tororo District leadership: ensuring technical quality of all project activities through regular liaison and supervision from the Kampala based Project Manager.
Key Performance Areas:
  • Work closely with the Project Manager and Mbale Team Leader to ensure effective implementation of the MCC work plan in Tororo District
  • Plan, deliver and evaluate all project activities, including the preparation of work plans and activity budgets, in collaboration with Tororo District leadership and MCC staff, including continuous distribution of Long Lasting Insecticide Treated Nets (LLINs) through ANC services and schools, improving diagnostic capacity at rural health facilities, and a range of health systems strengthening (HSS) and information education communication (IEC) and behaviour change initiatives.
  • Participate in the development of annual project and district health implementation plans
  • Assist with the development and use of related project tools and checklists for project activities.
  • Provide technical support to district teams to carry out regular support supervision for project activities;
  • Work closely with the Malaria Control Culture Project M&E Officer and Manager in the monitoring and evaluation of project activities.
  • Support the collection of routine health information from health facilities and district health teams.
  • Support the conduct of surveys as required.
  • Ensure effective coordination with and capacity building support to the District Health and Education offices at the district and community level.
  • Ensure effective and collaborative relationships with all project partners and that complimentary approaches are established with other projects with similar geographical locations or technical approaches
  • Conduct regular routine assessments and supervision visits to programme related sites and activities.
  • Provide monthly progress/activity reports to the M&E Officer for compilation and submission to the Project Manager, and Support the preparation of annual project progress reports, as requested by the Project Manager
  • Participate in district level technical meetings, relevant meetings with other district partners, presenting project results and experiences, as required.
  • Provide effective support to all Comic Relief visits relating to both project planning, delivery and review, and for the purposes of Comic Relief fundraising and marketing.
  • Actively participate as a member of the Malaria Consortium Uganda technical team.
  • Undertake any other reasonable duties or assignments, as requested by the Mbale Team Leader, Project Manager, or Malaria Consortium Uganda Senior Management.
 Qualifications, Skills & Experience:
  • A degree in Social Sciences, Public Health, Community Health or equivalent
  • A minimum of three years work experience
  • Experience in the planning and implementation of communicable disease control/malaria control interventions, behaviour change communication initiatives / health education, health worker trainings and supportive supervision of health workers
  • Experience in community-based health care delivery
  • Experience in capacity building/ transferring of skills
  • Experience in working closely with local government
  • Experience in developing work plans and activity budgets and in following work plans with minimal supervision
  • Experience with mass distributions, ideally distribution of long-lasting insecticide treated nets
  • Thorough understanding of both preventive and curative aspects of malaria control
  • Familiarity with the strategies and guidelines of the Uganda National Malaria Control Programme
  • Experience in training of health supervisors
  • A post graduate degree/diploma in Clinical Medicine or Public Health or an equivalent
  • Experience in using participatory adult learning techniques
  • Competency in statistical analysis software packages (STATA, SPSS, Epi Data)
