The State University of New York’s Center for International Development
(SUNY) seeks superior candidates to serve in several positions for an upcoming
Uganda Rights and Rule of Law program funded by the U.S. Agency for
International Development (USAID). The project is designed to support a
number of critical national-level institutions and civil society organizations
in safeguarding the rule of law and human rights in the country through work to
strengthen the judiciary, access to justice and advocacy activities, and the
free flow of information. The project will also work closely with a wide range
of civil society organizations to strengthen their capacity to carry out
effective initiatives in the above areas.

Key Duties and Responsibilities:
- Responsible for proper implementation and
operation of a $1.6 million grants program, including monitoring all
aspects of the grants management process and ensuring proper compliance
with USAID regulations, grant objectives, and requirements set forth by
the Cooperative Agreement governing the work of the project. - Ensure that the organization awarded the
project develops results, indicators, and targets to structure the grants
program and ensure it meets its overarching objectives. - Develop an annual work plan that
accurately reflects these objectives. - Work closely with the Project COP, DCOP,
financial manager, and respective activity managers to develop appropriate
selection criteria for grantees and oversee a fair and impartial grantee
selection process. - Work with the above individuals to oversee
appropriate financial and technical reporting by grantees under the
project. - Will also work with the above individuals
to develop and oversee a comprehensive capacity-building program for
grantees that ensures the appropriate delivery of technical assistance,
training, and mentoring support so as to help build necessary technical,
organizational, and financial management capacity of each grantee.
Qualifications, Skills and
Experience:
Experience:
- The applicant should possess a Bachelor’s
degree. Significant formal training in finance and accounting.
A master’s degree in project management, finance, accounting, financial or
organizational management, or in a related social science or management
discipline is desirable. - At least five years of experience managing
and administering U.S. Federal (sub)grants and/or (sub) contracts in some
capacity. - Possession of good analytical and
interpersonal skills to interact frequently with grantees and identify and
assess the performance of grantees and the credibility of grantee
representatives. - Experience working on at least one or two
U.S. government-supported projects - Knowledge of and familiarity with USAID
financial rules and regulations governing small grants, including use of
fiscal controls and fund accounting procedures designed to ensure funds
are properly managed. - Skills and experience in implementing
financial and organizational sustainability programs and the mentoring of
grantees in organizational management matters. - Skills and experience in training partners
and grantees in grants management and required reporting methods. - Possession of cultural awareness and
sensitivity - Demonstration of sound work ethics.
- Demonstrated ability to work effectively
as part of a team. - High-level computer literacy, with
excellent knowledge of word processing and spreadsheet software (MS Word,
MS Excel). - Ability to initiate and implement
activities with minimal oversight and supervision, assess priorities, and
competently complete a variety of activities with a high level of accuracy
and timeliness.
