About
NU-HITES:

The Northern Uganda-Health Integration for Enhanced Services (NU-HITES)
project, funded by the United States Agency for International Development
(USAID), aims to increase the use of quality health services and to strengthen
systems for the delivery of quality health services in northern Uganda. The
cooperative agreement between USAID and Plan International USA, NU-HITES’ lead
organization, began on August 8, 2012 and continues through August 7, 2017. NU-HITES
is implemented by a consortium led by Plan International USA. The consortium
includes IntraHealth International, the Tulane University School of Public Health
and Tropical Medicine (Tulane), the Communications for Development Foundation
of Uganda (CDFU), Uganda Health Marketing Group (UHMG), and The AIDS Service
Organization (TASO).
Project
Goal:
The goal of the
NU-HITES project is to improve and sustain the health and nutritional status of
northern Uganda’s population. The NU-HITES consortium works to address barriers
to the availability and quality of health services and supports the
strengthening of health service delivery. NU-HITES has been asked to implement
a health worker hiring program in the NU-HITES’ districts, and IntraHealth is
responsible for managing the program. The program will initially hire 168
health workers in 13 districts and be responsible for paying their salaries.



Job
Summary:
  The Senior Personnel Officer should oversee
the NU-HITES health worker hiring program, implement and monitor agreed-upon
policies, strategies, guidelines, rules, regulations; and guide the NU-HITES
project working with the local governments and private not-for-profit
organizations on all matters of Human Resource Planning, Management and
Development, particularly for the health workers hired under the hiring
program.



Key
Duties and Responsibilities:
  • The
    senior personnel officer will assist districts in identifying HRH needs
    and updating action plans for recruitment and deployment.
  • Give
    support in the negotiation of the MOUs with the districts and PNFPs, and
    make sure that everyone has a common understanding of how the program will
    work.
  • Be
    the spokesperson for the program to explain it to the NU-HITES senior
    management team, government and PNFP officials, and visitors.
  • Resolve
    problems in program implementation as they arise
  • Negotiate
    for SMS services in order to send messages to the health workers as
    reminders and encouragement in their work.
  • Assist
    the districts and PFNPs in supervising the health workers and determining
    rewards and sanctions for performance.
  • Offer
    support districts in implementing performance management.
  • Supervise
    pay roll management, in collaboration with the IntraHealth Finance Officer
    and the districts.
  • Plan
    with the other staff to arrange for certification of time worked by health
    workers and work with districts to put the system into place.
  • Oversee
    collection and verification of health worker time records, in
    collaboration with the district officials, in order to effect payment.
  • Monitor
    and report any problems relating to the hiring program and bring these
    problems to the Director HSS as necessary
  • Give
    activities and work teams as assigned.

Qualifications,
Skills and Experience:
  • The
    applicant should possess a Masters degree in Social Sciences or Health
    Sciences, or Bachelor’s Degree in Business Administration or economics
    with finance as an option
  • A
    minimum of five or more years experience in a related role.
  • Experience
    working in human resources is preferred
  • Strong
    interpersonal teamwork and programming skills
  • Strong
    communications skills and strength in speaking and writing in English.
  • Possess
    strong organizational skills
    Good in public speaking
