Summary: The Monitoring
and Evaluation (M&E) Officer will be accountable for implementing and
managing the monitoring and evaluation team and activities, including
delivering a Comprehensive Monitoring and Evaluation Plan (CMEP) for a
high-quality, results-oriented program to reduce the incidence of exploitative
child labor among youth and to help youth develop the skills to secure decent
work and serve as civic leaders in their communities in Uganda. The M&E
Officer will oversee the implementation of the program’s monitoring and
evaluation activities and data reporting requirements. S/he will also
serve as the liaison and point of contact with external evaluation contractors
throughout the life of the project.

- Manage
a rigorous approach to monitoring and evaluation, including mobile and
web-based technologies in systems for monitoring performance toward
specific goals and objectives. - Supervise
implementation of a household-level baseline survey on child labor (living
and working conditions of youth in target areas), including
development/review of tools and survey methodology; training of
enumerators and assurance/oversight of data quality and analysis. - Develop
monitoring guidelines and tools/systems for all project partners
responsible for providing direct services to children and members of their
households. - Design
and implement a comprehensive monitoring and evaluation plan (CMEP) in
coordination with external evaluation contractor and the US Department of
Labor (USDOL), including selection and tracking of specific indicators,
developing strategies for data collection and regular reporting on
approved indicators. - Manage
a small team to facilitate the design and implementation of a direct
beneficiary monitoring system for tracking work status of child
beneficiaries and economic status of beneficiary households; produce and
submit requisite reports based on database information. - Design
data collection instruments, schedules, analysis methods, and applied
technologies. - Ensure
reporting requirements per USDOL obligations under the Government
Performance and Results Act (GPRA). - Monitor
the results of the program’s activities and contribute to periodic
evaluations/assessments of specific “pilot” interventions; contribute to
dissemination of results to internal and external audiences. - Contribute
to research design and methodology for project-related research (separate
from baseline survey). - Other
duties as assigned.
Qualifications,
Skills and Experience:
Skills and Experience:
- The
applicant should possess a Bachelor’s level degree required, in
social sciences, such as statistics, public policy, economics or a related
field, and/or specialized training/certification in monitoring &
evaluation. A Master’s or PhD is highly desirable. - At
least five years of progressively responsible experience in the monitoring
& evaluation of international development projects, preferably in
child labor, agriculture and/or livelihoods/ microeconomic growth or a
related field; related experience can include strategic planning and
performance measurement, indicator selection, quantitative and qualitative
data collection and analysis methodologies, database management, data
quality assessment and verification, program evaluation design and
knowledge of GPRA (less experience can be combined with advanced degree in
statistics, public policy, economics or related field). - All
candidates should possess strong management skills as well as salient
experience implementing programs to empower youth and enhance livelihoods,
preferably in Uganda/East Africa. - Experience
and specialization in at least two of the following is required: child
labor among youth, education quality/access, livelihoods enhancement,
decent work for youth, job skills and entrepreneurship training, access to
economic and social services, civic engagement and leadership, gender
equity and sensitivity, legal reform and policy advocacy, community
mobilization, public education/awareness (including work with the media),
public-private partnerships, and/or monitoring & evaluation. - Significant
project management experience and leadership is highly desired. - Basic
knowledge of child labor and youth issues in Uganda is a distinct asset. - Knowledge
of USDOL or other US Government reporting requirements would be an asset,
including experience designing and implementing comprehensive monitoring
and evaluation plans (CMEPs), GPRA, rigorous impact evaluation design, and
working with external consultants for third party evaluations. - Experience
conducting gender analyses and operations research strongly preferred. - Experience
developing and refining data collection tools, surveys and questionnaires. - Experience
managing and training M&E field officers, volunteers and/or
community-based staff. - Understanding
of impact evaluation methodology and research methodology strongly
preferred. - Excellent
written and oral communication skills in English required; proficiency in
Swahili and local Ugandan languages is an asset. - Computer
literacy i.e. Word processing, spreadsheet (preferably Microsoft Access
and Excel), and presentation software (Microsoft PowerPoint) as well as
other database (MySQL) or statistical applications (SPSS, SAS or STATA).
