Job
Summary:
The Regional
Operations Manager will offer overall leadership, support and management of WV
Uganda operations within a designated Region in a manner that integrates World
Vision’s ministry areas of transformational development, advocacy and disaster
risk management, meets set standards and facilitates the transformation of
children, households and communities
Key
Duties and Responsibilities:
1. Leadership and Management:
  • Provide
    guidance on integration of advocacy and disaster/ risk management in Area
    Development Programme (ADP) designs/ Annual Operation Plans (AOP)/
    Detailed Implementation Plans (DIP).
  • Dissemination
    and support implementation of Partnership and National Office strategies,
    guidelines, initiatives and policies in the region.
  • Steer
    the implementation of management decisions/recommendations in the region
    and projects/programmes in order to meet quality standards, and promote
    alignment with strategies and standards.
  • Develop
    regional human resource development plan, and manage staff development/
    growth in order to build a cadre of high performing staff and regional
    teams.
  • Support
    rolling out of partnership and national level initiatives in sponsorship,
    Design, Monitoring & Evaluation (DME), and adaptation of
    policies/guidelines.
  • Strategic
    Planning, Development and Implementation
  • Provide
    overall guidance and support to the region and Cluster ADPs in development
    of regional AOP, and ADP /Project designs, AOPs and budgets, and their
    implementation.
  • Monitor
    and guide regional programmes in the implementation of designs/AOPs, DME
    processes, budgets and audit recommendations.
  • Map
    out funding gaps and support preparation and/or review of key funding
    proposals before they are submitted to the potential support offices and
    donors.
  • Lead
    the development and review of the annual operation plans and budgets of
    projects and programmes, in line with global, regional and national
    guidelines.
  • Support
    and monitor implementation of projects/programmes are being managed and
    implemented in a manner that will result in achievement of goals within
    set time frame and allocated resources.
  • Ensure
    scheduled design, monitoring and evaluation processes (assessments,
    designs, baseline surveys, evaluations, and transformational indicators
    measurement) are conducted and reports completed and approved.
  • Integration
    of child protection in programmes, projects, sponsorship operations and
    other interventions, such as HR/OD, advocacy, ADP designs.
2. Networking and Advocacy:
  • Build
    strategic partnerships, networks, coalitions and alliances at the regional
    level and link it with national level strategic engagements.
  • Spearhead,
    coordinate and promote regional level advocacy, lobbying and influencing
    initiatives.
  • Document
    lessons and learning’s from the regional ADPs and link with national and
    global level advocacy initiatives
3. Resource Mobilization
  • Actively
    engage in resource mobilization to execute WVU Strategy
  • Actively
    participate in proposal writing and engagement with donors to ensure
    smooth program management.
  • Ensure
    that the proposal development and related processes include standardized
    approaches for budget, procurement and personnel planning and monitoring.
  • Identify,
    market opportunities and monitor donor trends and for growing grant
    funding from governments and multilaterals in collaboration with the
    Regional Resources Acquisition and management Team Leader and the support
    offices.
4. Management of Operations
and Standards:
  • Effective,
    efficient and proper management and use of assets
  • Proper
    financial management and accountability in line with policy guidelines
  • Child
    Sponsorship performance in line with partnership standards.
  • Child
    protection in line with partnership and national office child protection
    policies, guidelines and protocols.
  • Implementation
    of audit recommendations and prevention of reoccurrence.
  • Ensure
    sufficient, timely and accurate flow of management and operational
    information and reports, both internally within WVU and with Support
    Offices, in accordance with the set communication protocol.
5. Reporting and Quality
Assurance:
  • Quality
    and timely monthly reports
  • Quality
    and timely bi-annual and annual reports
  • Quality
    and timely sponsorship performance reports
Qualifications,
Skills and Experience:
  • The
    applicant should hold a Bachelor’s degree in any development related field
    (social sciences, development studies, management, education, agriculture
    or public health). Masters degree is an advantage.
  • Analytical
    and problem solving skills.
  • A
    thorough understanding of project/programme design, monitoring and
    evaluation.
  • Familiarity
    with community based programming and development approaches.
  • Excellent
    people manager with good team-building skills and proven record of
    managing and developing teams of professionals, including those in
    dispersed/distant locations.
  • Organization
    and time management skills in order to manage priorities within own
    workload, identify deadlines and cope with conflicting demands.
  • Must
    be a committed Christian, able to stand above denominational
    diversities.
