Job Summary: The Associate Director, Health and HIV/AIDS
will offer overall leadership for Health and HIV&AIDS programs and projects
in World Vision Uganda. The Associate Director Health and HIV&AIDS will
oversee/ coordinate implementation and integration of Health and HIV&AIDS
programs and Grant projects into on-going Area Development Programmes (ADPs)
ensuring multisectoral approach is employed and capacity building of all WVU
staff is done for enhanced programming and mainstreaming of Health and
HIV&AIDS into community programs. Ensure integration promotes participatory
planning by all sectors in the ADPs and the community. Actively participate in
National Health and HIV&AIDS networks, resource mobilization and assist in
planning Health and HIV&AIDS baseline surveys, needs assessments and
evaluation of programs. Liaise with World Vision East Africa Region and Africa
Region plus support offices for Health and HIV/AIDS programming, strategic
developments and documentation /sharing best practices.  
Key Duties and Responsibilities:
1. Leadership
  • Offer leadership in
    Health and HIV/AIDS programs and projects.
  • Provide technical
    support to program and project staff on integration and implementation of
    Health and HIV&AIDS interventions
  • Coordinate preparation
    of Health and HIV&AIDS Strategic Planning and innovative visioning for
    WV and overall programming
  • Mentoring of Health
    and HIV&AIDS staff to ensure succession planning
2. Strategy
  • Review and update
    the Health and HIV&AIDS strategy
  • Ensure integration
    of Health and HIV&AIDS into all programs
3. Resource Acquisition
  • Resource mobilization
    through concept papers/proposal writing for fund raising and market them
    with SOs and other donors
  • Coordinate development
    and submission of Health and HIV&AIDS finance and progress reports to
    SOs and other donors in regard to National Office based projects
  • Participate in
    responding to Request for Proposals for large scale grant proposals
4. Research and Learning
  • Coordinate and access
    research, evaluation and promote learning through the best available
    external practices and resources in Health and HIV&AIDS
  • Networking with other
    organizations to implement and document best practices to promote learning
  • Work with other sector
    specialist within and outside WVU to implement a Health and HIV&AIDS
    learning system to document, assess, share and replicate
  • Prepare and submit
    monthly and quarterly activities reports
  • Develop/adapt training
    curriculum/manuals on Health and HIV&AIDS
 5. Monitoring and
Evaluation
  • Provide technical
    support in organizing Health and HIV&AIDS baseline surveys and
    evaluations e.g. TOR, Questionnaire
  • Ensure adherence to
    and integration of WVI Health and HIV&AIDS standards and practices
  • Provide technical
    guidance in the development of  Health and HIV&AIDS M&E
    framework/system
  • Liaise with other
    organizations and WV National Offices to collaborate in standard setting,
    materials development, and learning activities
  • Documentation of
    lessons learnt and promising  practices
  • Coordinate Health and
    HIV&AIDS program/project monitoring and evaluation
6. Capacity Building:
  • Guide WVU staff to be
    able to integrate Health and HIV&AIDS into other development programs
  • Develop/support TOT/TOF
    training networks in Health and HIV&AIDS
  • Assist in capacity
    building of CBOs, Church/FBOs, Community Care Coalitions and other
    community groups
  • Encourage community
    participation to ensure Community Ownership of  Health and
    HIV&AIDS interventions
  • Provide technical
    guidance to HR on key staff health related issues especially
    implementation of workplace health welfare interventions.
7. Partnership &
Networking:
  • Coordinate all
    National level engagements with key donors and Line ministries especially
    MOH and necessitate formal memorandums of understanding and manager
    relationships.
  • Participate and
    represent WVU in key donor engagements and technical working forums at
    National and Regional level
  • Visit other
    organizations/World Vision programs to learn best practices and share
    lessons learnt with staff. 
Qualifications, Skills and Experience:
  • The Director should
    hold a Bachelors Degree in Nursing or Nutrition or Human Medicine.  A
    Masters Degree in Public Health is preferred
  • Ten years hands-on experience
    in Public health including HIV/AIDS with a reputable organization
  • Three or more years
    experience in program planning, implementation, monitoring and evaluation
    of Health and HIV&AIDS programs
  • Training facilitation
    and coordination skills
  • Proposal/concept
    papers development for fund raising
  • Research, monitoring
    and evaluation skills
  • Needs assessment and
    report writing skills
  • Superior communication
    skills – ability to coordinate people at all levels – government partners,
    donors, communities and staff with diplomacy, tact and collaboration.
  • Good budget management
    skills 
  • Must be a committed
    Christian, able to stand above denominational diversities.
