About CRS:
CRS is seeking a highly qualified education expert to provide leadership in
developing the technical aspects of formal and non-formal education
interventions for a program, funded by US Department of Labor (USDOL), for
youth withdrawn from or at risk of participating in exploitative child labor in
Uganda. The project will target vulnerable youth ages 15 to 18, promoting
education and vocational training and decent work opportunities for those of
appropriate work age. The project will also seek to enhance livelihoods for
youth and their households, support civic engagement of youth, and encourage
youth to take on leadership roles within their communities. 
Key Duties and Responsibilities:
The Education Specialist will oversee the implementation of the program’s
education activities and coordinate reporting requirements. Specific
responsibilities include but are not limited to:
  • Conduct assessment and evaluation of
    existing education system for gaps.
  • In collaboration with government
    officials, adapt and/or develop curriculum for formal education,
    non-formal basic education, and/or vocational/pre- vocational
    education.
  • Develop community-driven systems for
    identifying and enrolling into school youth child laborers or those at
    risk of child labor.
  • Manage and lead student
    assessments.   
  • Design and deliver teacher training on
    curricula as well as child labor awareness and unique education needs of
    withdrawn and at-risk child laborers.
  • Create and manage partnerships with
    academic institutions (technical colleges, training institutions, etc.)
    that provide training opportunities for youth.
  • Design and deliver a community child
    labor awareness and prevention campaign.
  • Design interventions for increasing
    government action to prevent child labor and improve education
    alternatives and decent work for youth.
  • Manage staff in the field and oversee
    education activities such as scholarship distribution and school
    improvement initiatives.
  • Collaborate and maintain working
    relationships with national and local government agencies (Ministry of
    Education and others), networks of educators,  employers’
    organizations, trade unions, and other relevant organizations.
  • Ensure that the program is implemented
    according to design, quality standards and schedule.
Qualifications, Skills and Experience:
  • The
    candidate should possess a Bachelor’s level degree in Social Sciences,
    specialization in Education.  Master’s degree preferred. 
  • Three or more  years of professional leadership
    experience in a technical role in developing education interventions and
    implementation of child labor and/or complex basic education programs in
    developing countries such as: educational assessment of disadvantaged
    students, teacher training, educational materials/curriculum development,
    educational management, monitoring and evaluation of basic education
    projects and information systems  as applicable, education policy,
    educational quality and access improvement, and development of community
    participation in the improvement of basic  education for
    disadvantaged children.
  • Experience in managing projects to
    address issues related to primary and secondary education.
  • Understanding of special educational
    needs of children removed from child labor when they enter/return to
    school or are provided with alternative education services.
  • Experience working with vulnerable
    children and their households, preferably in Uganda.
  • Knowledge of exploitative child labor
    issues and experience in the development of formal, non-formal and
    vocational education programs for children  removed from or at risk
    of exploitative child labor.
  • Extensive experience in working
    successfully with ministries of education, networks of educators,
    employers’ organizations, and trade union representatives or comparable
    entities.
  • Additional experience with education
    policy and monitoring and evaluation is an asset.
  • Programmatic experience highly desired
    in gender, human trafficking, child labor, youth civic engagement and
    empowerment, and occupational safety and health (OSH)/decent work issues.
  • Experience with donor-funded programs
    (preferably US government-funded) to reduce child labor desirable.
  • Basic knowledge of child labor issues in
    the agriculture, fishing, forestry, and other relevant sectors in Uganda.
  • Excellent written and oral communication
    skills. Proficiency in Swahili and local Ugandan languages is an asset.
