The Elizabeth Glaser Pediatric
AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS,
working in 13 countries and at 4,700 sites around the world to prevent the
transmission of HIV to children, arid to help those already infected. The
Foundation received funding from SIDA/UNICEF for a two-year cooperative
agreement to implement a project to Optimize HIV Treatment Access Among
Pregnant Women (OHTA) in 8 districts in the south-western region of Uganda. The
project aims to achieve the following objectives:

project aims to achieve the following objectives:
- To
optimize the delivery of simplified ARV prophylaxis arid treatment for
HIV-positive pregnant and lactating women and mothers living with HIV by
strengthening the capacity of the primary health care system to provide
quality PMTCT/MNCH services. - To
increase the demand, uptake, and timely utilization of PMTCT/MNCH services
for HIV-positive pregnant women, mothers, and children along the continuum
of care. - To
strengthen real-lime monitoring and evaluation (M&E) for timely
decision-making to improve health service delivery for HIV-positive
pregnant women, mothers, and their children in need of prophylaxis and
treatment.
Job Summary: The Program
Officer will support implementation of innovative community and facility
interventions aimed at improving the demand and uptake of EMTCT and
reproductive health services in the supported districts in the South Western
region. The Program Officer will work with the country team and will travel
extensively to provide technical support to health workers and community health
teams in EMCT service provision.

Key Duties and Responsibilities:
- Offer
technical support in the development of district work plans to implement
ONTA project activities in the districts of support - Responsible
for capacity building of health workers in goal-oriented ANC and ensuring
improved ANC through organizing training and mentoring of health workers
on goal-oriented ANC implementation - Facilitate
the adoption of continuous quality improvement (CS) methodologies in
routine MNCH service provision through mentoring and supervision of staff
in MNCH to ensure improved ANC and PNC services and supportive counseling
for HIV-positive women and families. - Participate
in advocacy efforts through increasing awareness and buy-in for eMTCT
agenda of leaders at various levels of society (religious, politicians at
district, parish &sub-county councils) on the importance of
GOAL-oriented ANC. male involvement, and Option By. - Update,
orient, and equip community structures (i.e. VHT peer educators) - Conduct
sensitization of communities on MNCH and eMTCT - Participate
in designing and scaling up of innovative programs to improve the
involvement of the men in MNCH and EMTCT - Participate
in the roll-out and implementation of the new MOH male involvement
strategy at the sites of support. Support district and site teams to
develop appropriate action plans to implement male involvement strategy
and provision of male-friendly services - Support
health workers and community follow-up structures (VHTs) to strengthen
follow up for pregnant women and HIV-exposed infant. - Coordinate
the implementation of project quarterly PMCT performance review meetings
at the respective district level and support teams to develop improvement
plans. - Provide
activity reports and participates in other technical reporting according
to defined reporting schedule, writes regular monitoring and technical
reports as required - Assists
in identifying, documenting, disseminating and scaling up best practices
in PMTCT and C&T - Any
other duties as assigned by the supervisors.
Qualifications, Skills and Experience:
- The
candidate should possess a Bachelor of Medicine and Bachelor of Surgery
(MBChB) or a degree in Nursing (reproductive health) from a recognized
institution and must be registered with the relevant professional body.
The applicant should possess a master’s degree in Community/Public Health is an added advantage.
- Three
years work experience in PMTCT/EID Programs, with a reputable NGO and
direct experience with government and donor representatives - Hands-on
experience working with community programs and structures - Good
understanding of current issues and developments in the field of HIV/AIDS
and especially PMTCT, ART and goal-oriented ANC. - Experience
in mentoring health workers in PMTCT service provision Strong skills in
teamwork and networking. - Excellent
verbal communication and writing skills
