About CRS: 
CRS is seeking a highly qualified training specialist to provide leadership in developing technical aspects of a results-oriented program, funded by the US Department of Labor (USDOL), to help reduce the incidence of exploitative child labor among youth and to help youth develop the skills to secure decent work and serve as civic leaders in their communities in Uganda. The project will target vulnerable youth ages 15 to 18, promoting education and vocational training and decent work opportunities for those of appropriate work age. The project will also seek to enhance livelihoods for youth and their households, support civic engagement of youth, and encourage youth to take on leadership roles within their communities. 
Key Duties and Responsibilities:
  • Provide strategic leadership of programmatic activities concerned with training and youth empowerment and development.
  • Provide creative vision, technical design, and implementation oversight to the training and development component of the youth development program.
  • Oversee and contribute technical input on youth development training and develop the creation of appropriate training curriculum for youth and youth- serving professionals.
  • In coordination with the team, contribute to the development and oversee implementation of annual technical work plans/targets, budgets, and reports.
  • Coordinate strategy and activities with any implementing partners, national & local government authorities involved in and responsible for economic development.
  • Coordinate closely with other team members, partners, and stakeholders on data collection to measure impacts, incomes, household and business investments, and savings.
  • Serve as technical lead and supervise staff and/or consultants in the following areas: public-private partnerships, enterprise development, child labor  prevention; workforce development for legally aged working children; occupational safety and health (OSH)/decent work, vocational education/training, microfinance/micro insurance access, youth and women’s empowerment, or youth civic engagement.
  • Support the formation of and activities for youth-serving organizations and networks.
  • Ensure that activities and milestones are implemented on track and that deliverables are of high quality.
  • Work closely with partners and program staff to ensure project targets are achieved and exceeded.
  • Maintain effective working relationships with local partners and stakeholders, including government officials.
  • Producing timely, informative project reports, capturing project highlights and challenges.
  • Ensure that the program is implemented according to design, quality standards and schedule.
Qualifications, Skills and Experience:
  • The prospective applicant should possess a Bachelor’s degree required (MBA or master’s degree preferred) in economics, international development, gender in development, or related field of  study. Supplemental training in income generation/entrepreneurship, monitoring and evaluation, HIV/AIDS, gender analysis/mainstreaming,  microfinance/micro insurance preferred.
  • At least three years of experience working in projects promoting livelihoods, training, and development interventions in areas including skills training, youth employment, income generation, entrepreneurship, youth civic engagement and leadership development, and social services for donor-funded  development programs required.
  • Experience working successfully with government ministries engaged in promoting improved livelihoods for households and the provision of social services, as well as experience working with employers’ organizations, trade unions, or comparable civil society organizations.
  • Experience managing and monitoring integrated US Government programs and budgets strongly preferred.
  • Demonstrated technical expertise in public-private partnerships, enterprise development, vocational education /training, microfinance/micro insurance access, youth and women’s empowerment, and child labor prevention.
  • Strong skills in financial management, writing, monitoring and evaluation required.
  • Understanding of youth empowerment and development issues and experience in projects promoting leadership development.
  • Excellent written and oral communication skills.
  • Proficiency in Swahili and local Ugandan languages is an asset.
