About CRS: 
CRS is seeking a qualified technical expert to manage a high-quality, results-oriented program, funded by the US Department of Labor (USDOL), to help reduce the incidence of exploitative child labor among youth, to help youth develop the skills to secure decent work and serve as civic leaders in their communities in Uganda. The qualified candidate will have a proven track record implementing programs to empower youth and enhance livelihoods, preferably in Uganda/East Africa. Specific experience and specialization in at least two of the following is required: child labor among youth, education quality/access, livelihoods enhancement, decent work for youth, job skills and entrepreneurship training, access to economic and social services, civic engagement and leadership, gender equity and sensitivity, legal reform and policy advocacy, community mobilization, public education/awareness (including work with the media), public-private partnerships, and/or monitoring & evaluation. Significant project management experience and leadership is highly desired.. 
Key Duties and Responsibilities:
  • Offer technical leadership for overall project management, supervision, administration, and implementation of the requirements of cooperative agreement and/or contract requirements for a      high-quality program. 
  • Establish and maintain systems for project operations; ensuring that all cooperative agreement deadlines are met and targets are achieved; lead collaborative initiatives and maintain working relationships with project stakeholders (including private industry stakeholders, sub-grantees and/or subcontractors).
  • Oversee the preparation and submission of technical and financial reports, capturing project highlights and challenges, to CRS and the United States Department of Labor.
  • Manage the child labor/youth development and empowerment program in Uganda with responsibilities to include: (a) establishing and maintaining systems for program operations; (b)      developing and overseeing the program’s annual planning and timely, high quality implementation of activities and   deliverables; (c) overseeing monitoring and evaluation of program implementation and deliverables.
  • Monitor and manage expenses for the project on a monthly basis, ensuring adherence to budgets and compliance with donor requirements.
  • Work closely with M&E staff, other senior management staff and partners to monitor program progress against program targets, identify challenges, and devise creative and effective interventions accordingly.
  • Hire, supervise and manage qualified staff with appropriate technical, managerial, and human relations skills.
  • Develop strategies for coalition building and public private partnership promotion.
  • Provide technical assistance, support, and oversight to local partner NGOs.
  • Represent the project and CRS to stakeholders such as donors, local and national government entities, local NGOs, and the private sector.
Qualifications, Skills and Experience:
  • The applicant should hold a bachelor’s degree in International Development, Management, Social Science, Human Rights, Education, Economic Development, Law, Public Policy   or related field. Master’s degree strongly preferred.
  • Over eight  years professional leadership experience working with youth programs, with at least 3 years’ experience managing or supporting large donor-funded development programs, preferably USAID or USDOL, in civic engagement/youth empowerment, gender issues, labor migration, organizational  development, or policy advocacy.
  • Proven track record and demonstrated capacity in designing, implementing, and overseeing M&E systems.
  • Demonstrated knowledge of and experience working with and/or partnering with a variety of individuals and organizations, including senior US and   host country government officials, international agencies, private sector companies, and donor organizations.
  • Demonstrated ability in strategic planning and program management.
  • Excellent verbal and written communication skills; proficiency in Swahili and other local languages is an asset.
  • Demonstrated ability in financial management, budget design, and budget management experience.
  • Proven ability to effectively manage people, to build teams, and to strengthen capacity of staff.
  • Experience managing international projects to the highest ethical standards.
  • Demonstrated leadership and administrative skills in time management of complex, multi-activity      programming.
  • Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization.
