About ASARECA:
The Association for Strengthening Agricultural
Research in Eastern and Central Africa (ASARECA) is a sub-regional not for-
profit association. It was established in 1994 by 11 member countries represented
by their national agricultural research for development institutes. The 11
member countries are: Burundi, Democratic Republic of Congo, Eritrea, Ethiopia,
Kenya, Madagascar, Rwanda, Southern Sudan, Sudan, Tanzania, Uganda, and. The
major objective of ASARECA is to develop policies and programs aimed at
deepening co-operation in agricultural research and policy among its member
countries for the mutual benefit of all the stakeholders in the agricultural
sector.
Job Summary: The Programme Assistant will be responsible for providing support
to the Programme Manager in delivering his/her mandate in ASARECA.
Key Duties and
Responsibilities:
  • Monitor and track EAAPP
    progress in the 4 centres of excellence by receiving periodic reports from
    stakeholders, reviewing and providing feedback on the quality of the
    reports.
  • Participate in planning
    of regional activities and participating in EAAPP country programme
    meetings (planning, priority setting, reviews)
  • Liaise with country
    programmes on programme development issues
  • Engage in information
    gathering, sharing and communication on best practices and application of
    ASARECA support and interventions
  • Offer analytical
    summaries of ASARECA support to the EAAPP participating countries
  • Represent the Programme
    Manager in internal and external meetings organized by ASARECA secretariat
  • Receive and Respond to
    inquiries from different stakeholders pertaining to programme work
  • Coordinate workshop
    duties/activities i.e. drawing up a list of invitees, prepare the workshop
    budgets, draft invitation letters, repertoire, compile workshop
    publications and proceedings, facilitation, etc
  • Assist in preparing
    annual work plans and budget for the program in consultation with the
    Programme Manager
  • Assist in consolidating
    programme technical reports into the corporate annual report.
  • Consolidate programme
    work plans into corporate work plans
  • Assist in preparing
    publications for scientific conferences
  • Assist to carry out
    Monitoring and Evaluation of projects in liaison with the M&E unit
Qualifications, Skills and Experience:
  • The candidate should hold
    a Masters degree in Business Administration, Agricultural Economics or
    other business related field.
  • The candidate should
    possess five years of practical experience preferably in private sector
    setup at middle-level management;
  • Demonstrable progressive
    experience in administrative services;
  • Good interpreter to
    communicate to stakeholders who are French speaking;
  • Ability to analyse data
    and extract reporting material; and
  • Good understanding and appreciation
    of regional agricultural issues.
