About USAID ASSIST: 
The
USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a
five-year cooperative agreement awarded to University Research Co., LLC and is
dedicated to improving health, population and nutrition services through
technical support to service delivery institutions, country Ministries of
Health, USAID country missions, and cooperating agencies.
Job Summary: The job holder will
offer technical and other support at policy level, leading to
institutionalization of Quality Improvement in the Ministry of Health (MoH) and
the Ministry of Gender, Labor and Social Development (MoGLSD).
Key Duties &
Responsibilities:
  • Enable and steer the national level drive to Build
    Quality Improvement competencies of Senior MoH and MoGLSD officials.
  • Ensure the Quality Improvement approach is
    embedded into all activities across all departments in the MoH and
    department for children in the MoGLSD.
  • Integrate Quality Improvement into policies,
    guidelines and other government guiding documents in the MoH and MoGLSD.
  • Advocate for Quality Improvement in meetings
    and other activities at the highest levels in the MoH and MoGLSD.
  • Prioritize Quality Improvement activities in
    the MoH and MoGLSD, including allocation of time and finances.
  • Offer support in the development and timely
    submission of work plans and budgets.
  • Hold regular activities to assess and build
    necessary competencies.
  • Ensure that cross-cutting themes like gender,
    health workforce development and leadership are well integrated into all
    activities.
  • In collaboration with the Knowledge Management
    staff, support the process of documenting best practices in form of case
    studies, success stories, abstracts, video clips in addition to the
    routine biweekly updates, quarterly and annual reports.
  • In collaboration with the Monitoring and
    Evaluation team ensure that data collected is accurate and valid and
    captures process and outcome indicators.
  • Provide technical supervision to Quality
    Improvement Advisors and Officers working under him or her.
  • Perform any other duties assigned by the
    supervisor. 
Qualifications, Skills &
Experience:
  • The candidate should possess a Master’s Degree
    in Public Health, Development Studies, Social Sciences or a related field.
  • Possess at least eight or more years work
    experience within a Government Ministry, Institution and or Multinational
    NGO, five of which should have been in a Senior Management position
  • Experience in handling Quality Improvement
    approaches is a must.
  • Excellent leadership, communication and
    interpersonal skills coupled with ability to manage projects from start up
    to successful completion are an added advantage.
