The National Agricultural
Research Organisation is established by the National Agricultural Research Act
2005 as a body corporate with the mandate to provide strategic direction for
publicly funded agricultural research in Uganda. The organisation is composed
of the Council as its governing body, Committees of Council, a Secretariat for
its day-to-day operations with semi-autonomous Public Agricultural Research
Institutes (PARI’s) under its policy guidance. The Government of Uganda
received a credit from the International Development Association (IDA) towards
the cost of the Agricultural Technology and Agri-Business Advisory Services
(ATAAS) and intends to apply part of the proceeds of this to payments under
Contract to support the implementation of Agricultural Research Institutes in
the National Agricultural Research Organization (NARO).

Key Duties and
Responsibilities:

- The job holder will design and
install communication systems for disseminating and transferring knowledge.
- Participate in the development and
implementation of strategic plan and budget in line with government
policies. - Implement and design a responsive
system for capturing knowledge especially indigenous traditional knowledge
which is under threat. - Establish and coordinate fora such
as knowledge sharing meetings, exhibitions, symposiums, conferences,
workshop, networks and communities of knowledge practice to discuss
emerging issues and devise appropriate solutions for harnessing knowledge.
- Design and implement a system to
identify, filter, analyse, classify, document, package and disseminate lessons
learned out of research. - Periodically capture and document
knowledge management processes, creation of databases, expert directories
as well as strategies for value-adding through improved designs, editing
and packaging of technologies and information. - Develop and implement
income-generating policies, systems and strategies for the
commercialization, marketing and promotion of intellectual property
especially proven technologies and consultancy services offered by public
agricultural research institutes. - Performing any other duties assigned
to you by the designated supervisor

and Experience:

- The
Knowledge Management Specialist should possess a Masters degree in natural
or biological sciences with a post graduate qualification in technology or
information management. - The
job holder should possess a minimum of three years experience in the
efficient and effective handling of knowledge in scientific and technical
environment.
