natural resources in developing countries. CIAT is seeking to recruit a highly
motivated individual to join the team at the Kampala Office. She/he should be
capable of serving a multicultural and multidisciplinary team.
Job Summary: The
Database Officer will be responsible for leading the execution of an online
database and coordinating related activities for online data collection within
the project and via the implementing public private partners. A crucial
objective of the position will be to demonstrate performance of the project
against established indicators and targets. S/he will be responsible for
providing timely and relevant information to project managers, theme leaders,
partners and donors.
Key Duties and Responsibilities:
  • Responsible
    for the technical functioning of the online database.
  • Make
    timely updates for corresponding fields in the online database.
  • Oversee
    the quality of the data provided in the online database.
  • Ensure
    continuing compliance of the online database with the Performance
    indicators of performance measurement plans (PMPs), and introduce fields
    in the database back end and front end to address database gaps.
  • Work
    in liaison with other theme leaders to promote the online database and its
    corresponding tally sheets.
  • Ensure
    the active involvement of country level public and private partners
    (national agricultural research scientists, seed companies,
    non-governmental organizations, and community based organizations) so that
    the data are collected in a timely manner.
  • Ensure
    that the online Database system is integrated into relevant country level
    Monitoring Systems.
  • Conduct
    training of country level implementing partners aimed at improving
    in-country online data collection.
  • Perform
    an analysis of trends on performance targets and determine the extent to
    which project outputs and outcomes are achieved.
  • Prepare
    regular monitoring reports.
  • Perform
    any other duties in the database management realm.
Qualifications, Skills and Experience:
  • The
    applicant must possess a good university degree in Computer Science,
    Information Technology, Information Systems, Statistics or related
    discipline.
  • Working
    knowledge of Java, Oracle databases and Web technologies.
  • At
    least three years’ experience in managing online databases, evidence will
    be required.
  • Significant
    experience in working with and/ or promoting the use of online databases
    to users in the public and private sectors.
  • Possess
    the ability to work independently with minimal supervision, but also
    participate as a team member in accomplishment of duties.
  • Strong
    attention to detail and maintaining a timely and efficient work flow.
  • Ability
    to work in a multi-cultural environment.
  • Must
    be self-motivated, self-driven, and be a person of integrity.
