About Project:
Plan Uganda in partnership with Uganda Youth Development Link (UYDEL)
has received funding from Comic Relief to implement a three-year project
–Partnership for Empowerment of Vulnerable Women & Girls in the Urban Slums
of Kampala City. The project aims at
  • Supporting vulnerable girls/young women to
    gain employable vocational skills;
  • Increased access to integrated HIV/
  • Sexual Reproductive Health and Rights
    (SRHR) information, services and support; and
  • Increasing access to integrated early
    childhood care and development among children of the vulnerable girls and
    women in the urban slums.
Key Duties and Responsibilities:
  • The Project Coordinator will develop and
    periodically review a 3-year project operational plan, annual and
    quarterly plans and budgets for effective project implementation;
  • Take lead in the technical design of
    project interventions, development of technical tools with adequate
    consultation and participation of staff and other key stakeholders at all
    stages of project implementation;
  • Coordinate initiatives for capacity
    development of implementing partners and other key collaborative Civil
    Society Organisations (CSOs) to ensure timely and quality delivery of the project
    at all stages of implementation;
  • Make certain efficient utilization and
    timely accountability of funds and other resources allocated in accordance
    with grant conditions;
  • Develop a system for capturing,
    documenting and disseminating project experiences, achievements, lesson
    learnt and best practice to stakeholders while maintaining project records
    for accountability purposes;
  • Prepare and submit quality and timely
    project reports to the Program Unit Manager and Resource Mobilization
    Manager as per donor requirements and the project monitoring & evaluation
    plan;

  • The job holder will be required to coordinate
    and nurture cordial relations with relevant government agency at the
    division level, project partners, and key stakeholders;
  • Coordinate regular performance review
    meetings to assess progress; agree on; and communicate any changes in
    strategy with the key project stakeholders including quarterly APPR;
  • Clearly identify and participate in
    operational research related to the project.
  • Perform any other relevant job tasks and
    duties as required by protocol.
Qualifications, Skills & Experience:
  • The applicant must possess a bachelor’s degree
    in Development Studies, Education, Social Science, Social Work, Public
    Health or any other related field. A post-graduate training in a relevant
    discipline is of added advantage;
  • A minimum of five years’ practical experience
    implementing integrated community development programs in an urban setting
    including HIV/SRHR and Orphans and Vulnerable Children (OVC) programming,
    3 years of which MUST have been at project management level;
  • Significant experience of working with
    vulnerable girls and boys and particularly commercial sex workers in an
    urban setting;
  • Good working knowledge and skills in
    designing, planning, implementing and monitoring of community empowerment
    programs;
  • Practical experience in working in
    partnerships as well as community support systems;
  • Good understanding and knowledge of
    current policy developments on HIV/AIDS, OVC programs, and Early Childhood
    Care and Development (ECCD) especially for most-at-risk (key) populations
    for HIV/AIDS.
  • Proficiency in the use of Luganda is
    prerequisite
  • Good working knowledge of Microsoft office
    programs including MS Excel, MS Word and MS Power Point and other systems
    applications
  • Strong skills in teamwork and networking.
  • Excellent communication skills (both oral
    and written).
  • Possess willingness to work and travel 60%
    of the time in field.
