About PRAAC Project:
Plan Uganda with funding from USAID is implementing a “Promoting Rights
and Accountabilities in African Communities” (PRAAC) project in three districts
of Kampala, Kamuli and Lira and also policy influence work at national level.
PRAAC as a project aims at ensuring improved social and economic outcomes for
marginalized people (especially women, young people and people living with
disabilities), as well as stronger and more inclusive communities with an
enabling legal and institutional environment. PRAAC is a five year project and
currently in the third year of implementation.

Job Summary: The Project
Manager will offer guidance and leadership in the management and overall
delivery of the USAID-funded PRAAC project at national and district levels.
Specifically, the role shall include strategic planning, program quality
delivery and improvement, ensuring adherence to the M&E framework, managing
partnerships and stakeholders, documentation, development of best practices,
and implementation of the policy influence interventions.
Manager will offer guidance and leadership in the management and overall
delivery of the USAID-funded PRAAC project at national and district levels.
Specifically, the role shall include strategic planning, program quality
delivery and improvement, ensuring adherence to the M&E framework, managing
partnerships and stakeholders, documentation, development of best practices,
and implementation of the policy influence interventions.
Key Duties and Responsibilities:
- Steer the PRAAC team in quality project
planning and implementation for the remaining project life span in
compliance with Plan and Donor guidelines; - Develop annual and quarterly implementation
plans and budgets; - Take lead, guide and manage performance of
Project Facilitators and other staff on the project; - Prepare and share quality project reports
(annual, bi-annual, quarterly and other reports) as per Plan and donor
requirements and the project monitoring & evaluation plan; - Make certain all project documentation is
done, filed and organised for accountability purposes; - Guarantee that all project learnings and
achievements are documented and disseminated widely; - Build and effectively monitor partnerships
with implementing organisations, including efficient utilization and
timely accountability of funds allocated to other implementing partners; - Manage project resources efficiently and
effectively in accordance with Plan Uganda policies and guidelines; - Represent Plan Uganda and the project at
different levels (national and international) as shall be appropriately
assigned; - Organise capacity building sessions for
project staff and partners to ensure quality output delivery; and - Ensure Plan’s Child Protection Policy and
Guidelines are adhered to in project implementation - Perform any other job duties as assigned
by the supervisor.
Qualifications, Skills & Experience:
- The applicant must possess a bachelor’s
degree in Social work, Law, Human Rights or its equivalent - Additional post graduate Training in human
rights or a Master’s degree in any of the above areas is desirable; - A minimum of six years’ experience in
managing projects on human rights with strong technical expertise in law,
gender, advocacy and community development; - Excellent knowledge and understanding of
the environment and current effective practice and policy on legal laws
and gender; - Prior experience in human rights
programming and participatory development and advocacy approaches; - Excellent project management skills,
including partnership management, M&E and team leadership; - Excellent analytical and writing skills;
- Good working knowledge in use of Microsoft
Office packages including word, Excel, Access, Power point and internet
use; - Excellent communication skills, both in
written English and in facilitation and face-to-face presentations; - Possess a willingness to undertake
extensive travel throughout Uganda (50%).
