About ICRC:
The International Committee of the Red Cross (ICRC) is a neutral and

Key Duties and Responsibilities:
1. Work in close collaboration with Uganda Red Cross Society (URCS) on
the Communication and Dissemination Programmes supported by the ICRC

- Contribute to the planning,
implementation, monitoring and analysis on the relevance of the
Communication – Dissemination activities of the URCS according to the
strategies set. - Ensure implementation of activities comply
with the set regulations and procedures, according to set Partnership
guidelines and financial rules.
2. Facilitate the domestication of International Humanitarian Law (IHL)
and basic Human rights (HR) Law in Uganda and maintains contacts with Political
Actors and National authorities: In collaboration with the ICRC
Regional Legal Advisor based in Nairobi, he/she:

- Contribute to the analysis on the
relevance of the delegation’s activities to promote the domestic
implementation of IHL and basic HR Law in the local legislation. - Responsible for networking with political
actors of influence on the respect of IHL / basic HR - Liaise with Civil authorities in charge of
domestication of IHL (in particular IHL National Committee) to be aware of
main relevant trends in the domestication process and to promote further
domestication according to ICRC priorities (for e.g. by providing them
with reference materials and technical advice, organizing i meetings and
seminars) - In consultation with the legal resources
and references, provide opinions to the Delegation on Operations: related,
issues and the legal aspects governing them, e.g. applicable law for
detainees or in law enforcement operations.
3. Produce Red Cross communication materials:
- Responsible for sourcing of and
supervision of appropriate quality
service providers on the local market with the aim of producing Red Cross
communication materials (e.g. Newsletter, leaflets, video footage,
internet content). - Work in liaison with the ICRC Production
Specialists (in Nairobi or Geneva) to ensure quality, cost efficient
productions for both the ICRC and URCS activities.
4. Environment scanning:
- Monitor the media and other sources to
feed the delegation with relevant information on a regular basis notably
through press reviews and briefings - The Officer will be responsible for
analysing and consequently advising the delegation management on the
prevailing trends and developments in the local and regional political and
security sectors that may have an impact on the humanitarian situation
5. Network with religious circles: Identify, develop and
maintain contacts with religious leaders who can influence the respect for
International Humanitarian Law, basic Human Rights Law and the Red Cross among
Weapon Bearers.

- Perform any other assigned duties and
responsibilities as deemed fit by the supervisor.
Qualifications, Skills and
Experience:
Experience:
- The applicant must possess a bachelor’s
degree in Political Science, International Law, Communication or other
Degree in Humanities. Any additional academic specialisation or Masters in
International Humanitarian Law or Human Right Law or minimum 6 months work
experience in this domain is an added advantage. - At least 2-3 years work experience in
Public relations, Journalism, Communication or as an Officer in an
International Organisation dealing with similar tasks as outlined above. - Computer literacy skills i.e proficiency
in Word processors, Spreadsheets and PowerPoint. - Fluent communication skills and command of
spoken and written English. Knpwledge in Swahili, French or Arabic, will
be an added value - Excellent planning, organizational and
analytical skills - High sense of responsibility and ability
to take initiative and to work independently - Excellent communication and interpersonal
skills; ability to coach and motivate - Highly flexible and able to work within
deadlines - Possess the ability to represent the Institution
with external stakeholders (Local /Regional authorities; Religious leaders
and Humanitarian actors) - Proficient reporting skills
- Willing to work in different areas of the
Country, periodically.
