Job Summary: The Grants
Management & Fundraising Manager is a member of the senior management team.
The job holder will primarily be responsible for the management of grants and
works across units, and partners. He/ she will spearhead developing funding
proposals and participates in implementing fundraising plans, ensure and
support quality reporting and effective compliance to donor requirements. The

funded organisations on a regular basis, promote best practice, support
partners through relevant coaching and training. This shall be alongside
providing structured actionable feedback to the senior management team relative
to donor and partner matters. This post is the main focal liason with Funding
team in the UK and should coordinate grant management information nationally
and internationally.

Key Duties and
Responsibilities:
Responsibilities:
1. Grants to WaterAid:
- Contribute to Country Strategy
development. - Research and prioritise institutional
donors to proactively approach. - Take lead/ in the development and
implementation of the fundraising strategy and writing funding proposals
and donor reports. - Monitor funding contracts and liaise with
budget holders/other Unit Heads, finance and partners to ensure effective
management of all contractual funding. - Work collaboratively with UK teams on
contracted funding issues and maintain records of all restricted funding. - Periodically review and sign off all
documentation and communication with donors, including proposals,
narrative and financial reports for contractual compliance. - Advise and support partners to comply with
contractual requirements and ensure expenditure is within donor
guidelines. - Facilitate capacity development plans for
WAU staff in understanding grants and their management. - Budget setting and managing EU grants with
some project management responsibilities.
2. Grants to Partners:
- Offer technical support partners in their
development and implementation of fundraising plans, funding proposals and
donor reports writing. - Advise partners on the budgeting process
and review all submitted budgets. - Sign off on partner agreements and
maintain a copy of original documentation. - Ensure timely donor/grant periodic receipt
and reconciled partner reports (both financial and narratives) - On monthly/quarterly basis feedback to
partners highlighting variances against budget and recommending actions to
be taken. - Periodically check the financial
performance of partner organisations with respect to internal controls,
recording and safeguarding of assets and check that good value for money
is achieved. - Work with program staff to check partner
financial returns are consistent with progress against plans, are
accurate, complete and in line with partnership agreements. - Review partner transfer requests, monitor
and provide updates on partner disbursements and provide partners with a
reconciled statement of their liquidated accounts.
3. Partner Support:
- Offer technical support to partners in
planning and budget in line with WaterAid and donor guidelines. - Checks that the funding agreements reflect
the agreed budget and donor requirements. - Checks the transfer requests (submitted by
the budget holder) against the partner agreement and donor requirements as
applicable, - Checks financial reports on a
monthly/periodic basis and also monitors financial progress against
outputs (with program staff). - Based on the knowledge from partner
monitoring, and in agreement with relevant Program staff, prepares a
schedule of expenditure not yet reported but incurred by the partner. - Work with program staff to Support
partners to review financial progress. These reviews are done in
compliance to partnership and donor requirements. - Together with program staff formally
assess capacity of new partners to meet minimum requirements and advise
the management team on suitability of the organisation and models of
engagement. - Create/maintain a manual containing
financial guidelines for partners. - Identify partner capacity building needs,
facilitate and deliver co-ordinated training and coaching programmes as
regards grant management. This includes but is not limited to
strengthening internal controls and developing accounting manuals,
procurement procedures, reporting templates or management of donor funds. - Assess the impact of and need for capacity
building of partners on a regular basis. - Assist in the preparation and
implementation of action plans resulting from external and internal audits
and support partners in this regard.
4. WAU General:
- Proactively participate in the
implementation of Performance Management, including Objective Setting,
Performance Review, upward feedback and personal development plans.
Ensuring relevant aspects of WAU’s work in Uganda e.g. gender equity and
HIV/AIDS mainstreamed and reflected in objectives and performance reviews. - Ensure implementation of WAU’s operational
policies, procedures and guidelines, including security guidelines, in all
aspects of WAU’s work and with partners. - Act as WAU’s representative at local
levels and project areas, with government and non-government partners etc.
as required, mainly on issues related to WASH programme. - Be a member of WAU’s team; participating
in appropriate staff meetings, SMT, planning sessions and on-going
liaising as needed. - Actively initiate and contribute to
fundraising and resource mobilisation for the Country Program. - Perform any other duties as assigned by

Qualifications, Skills and
Experience:
Experience:
- The applicant should hold a relevant
Business Administration and /or Accounting qualification/certification
e.g. CA, ACCA, CIMA, CPA or a Master’s degree in a Finance qualification.
Project management and Fund management. - At least five years’ experience at senior
level management. - Quality and relevant experience in finance
and accountancy in a senior position in a major organisation - Computer
literacy skills i.e. IT literate and excellent knowledge and skills
in using computer based Accounting systems and Microsoft Excel and Word
packages. - Significant experience in preparing and
monitoring budgets & developing monitoring and reporting systems. - Possess the ability to provide financial
analysis and interpretation to Country Management Team for
decision-making. - Good working knowledge of government
policies and regulations on financial management and taxation - Good understanding of international donor
reporting requirements - Excellent Risk analysis and risk
management experience and skills - Excellent (proven) interpersonal both oral
and written communication skills. - Highly numeracy skills
- Possess the ability to think strategically
with excellent planning and prioritisation skills - Strong analytical/problem solving skills.
- Successfully leading, managing, building
high performing teams and developing capacity in professional finance
teams.
