Job Summary: The
Programme Officer will offer support the country team in developing appropriate
project planning, implementation mechanisms and systems. This will include
managing and coordinating monitoring and evaluation, knowledge development and
communications functions. S/he will be responsible for aligning the programme’s
knowledge management goals and practices to TMEA’s strategy and ensuring that
internal and external knowledge management solutions involve commitment in
order for long-term value to be realised.
 
Key Duties &
Responsibilities:
1. Monitoring and Evaluation:
  • Manage and co-ordinate the work of monitoring and evaluation
    (M&E) consultants, with the programme’s priority beneficiaries
    (government institutions, private sector and civil society organisations)
    in establishing M&E systems. This will include providing support in
    gathering/development of baseline data, indicators of success, targets,
    results chains and M&E plans with a view to extending similar support
    to all TMEA partners.
  • Assist partners in developing time-bound work plans for their
    projects / programmes. Those work plans will be the basis of their funding
    agreement with TMEA and the basis for the development of monitoring
    frameworks.
  • Work with the implementing partners in the collection and
    submission of required reports and data on the progress of M&E plans
    and activities.
  • Offer oversight and support to the consultant M&E team and
    country office team on M&E plans and processes.
  • Liaise closely with the TMEA Regional M&E team on
    implementation progress, preparation of periodic reports and review of new
    proposals and lessons learnt, with a view to ensuring consistency and
    complementarity between the national and regional TMEA offices.
  • Regularly update progress of projects on the Results Management
    Information Systems (RMIS), including providing staff training and support
    to the country team.
  • Steer the M&E process forward together with the consultant,
    integrate it within the country programme systems, and engage on the same
    with key stakeholders.
2. Communications:
  • Supervise the country programme’s corporate communications budget
    to ensure sound impact and value for money (VFM).
  • Participate in developing content on projects, partners,
    activities and sponsorships for the TMEA website and ensure regular update
    of the same.
  • Liaise with the TMEA Communications team to develop “common-man
    stories” on country programme projects, write press releases on key events
    and share these with the national and/or regional media sphere.
  • Ensure quality reporting of project launches in widely consulted
    media through developing strong relationships with press.
  • Offer support to the organisation of internal and external events
    and coordinate reporting of these in the media and to other TMEA offices.
    This will involve providing administrative and logistical backstopping
    including material production and database management among others.
  • Liaise with the TMEA Communications team to organise internal and
    external events and media trainings.
3. Knowledge Management:
  • Take lead in the regular production of knowledge materials
    including publications, policy and research studies, economic research
    papers and briefs.
  • Coordinate work with consultants on setting up a national knowledge-sharing
    platform, possibly hosted/managed by the country programme, to ensure
    sharing of research papers between interested parties at national and
    regional levels.
  • Create a library of all necessary information on national context,
    projects and implementation progress towards EAC integration to be managed
    by TMEA.
  • Organise regular learning events with partners.
  • Develop strong relations with regional office to ensure
    coordinated knowledge management.
  • Organisational positioning
Qualifications, Skills & Experience:
  • The prospective applicant should hold an undergraduate
    degree in social sciences, communication, business administration,
    development studies or related field.
  • Additional professional qualifications in
    project management, M&E or communications will be an added advantage.
  • A minimum of three years’ experience in
    managing and coordinating monitoring and evaluation, knowledge management
    and communications activities.
  • Good understanding of the project management
    cycle from start to finish.
  • Excellent written and oral communication
    skills.
  • Language proficiency in English
  • Excellent team-working and inter-personal
    skills with the ability to build good working relationships.
  • Possess the ability to handle multiple tasks
    and provide regular feedback on progress.
  • High sense of initiative, creativity and
    enthusiasm.
  • Strong planning and organisational skills,
    ability to prioritise, pay attention to detail and work with minimum
    supervision
