Key Duties and Responsibilities:
- Prepare strategic procurement &
logistics plans - Offer technical support the budgeting
process by outlining key procurement & logistics activities to be
done, the projected cost, as well as expected outcomes - Identify requirements and establish and
maintain all procurement & logistics infrastructures for
administration and operations. - Identify and analyse procurement and
transport requirements including those of collaborating agencies and host
counterparts as appropriate. - The applicant will be responsible for
fleet management including developing vehicle plans for fuel and
maintenance requirements and costing. - Develop and implement flexible and
responsive supply chain management system for monitoring and tracking
costs as well as maintaining up-to-date inventory of goods. - Establish funding requirements for goods
and services to be procured and delivered during the emergency response. - Ensure all approved purchase
requisitions are processed and recommend the most appropriate method of
procurement - Confer with vendors and suppliers to
obtain product or service information such as price, availability and
delivery schedule. - Acquire estimate value of goods and
services through multiple quotations from reliable and competitive
suppliers. - Develop detailed tender specifications
and performance standards to facilitate procurement of capital equipment,
goods and services in strict compliance with Plan’s approved policy as
well as the relevant donor requirements - Organise procurement selection meetings
to consider tender applications against approved technical specifications
and with due regard to market price, cost, quality and speed of delivery
as well as economy of operations. - Prepare purchase orders, obtaining
authorised signatures and forwarding procurement documents to the Finance Department
for payment processing. - Follow up with suppliers and vendors to
track and evaluate the delivery of approved supplies. - Work collaboratively with the Security
Officer to ensure security of logistics infrastructure including
selection, training and management of security staff and delegation of
responsibilities for locking and material releases. - Represent PLAN in emergency logistics
coordination meeting and ensure coordination with partners, local
authorities, UN/INGOs. - Ensure PLAN participation and
involvement in Logistics cluster activities and coordination when there is
a cluster activation. - Work collaboratively with the Human
Resources Manager: to identify personnel requirements and develop labour
plan with details of labour requirements and work schedules - Perform any other job duties as assigned
by the Emergency Risk Manager.
Qualifications, Skills & Experience:
- The applicant must hold at least three to five
years’ humanitarian aid experience. - Good working knowledge of general finance,
administration, information management and telecommunication skills and
proficiency in information technology/ computer skills. - Past procurement & logistics operations and
management experience in medium to large scale complex emergencies. - Detailed knowledge and understanding of the
different elements of the supply chain in humanitarian context. - Previous work experience in conflict affected
areas / natural disasters areas with limited infrastructure. - Possess the capacity to develop work plans and
budgets, negotiate contracts, take quick and relevant decisions. - The applicant should posses the ability to work
independently and as a team player who demonstrates leadership and support
and train local and international staff and also able to work with
disaster affected communities in a sensitive and participatory manner. - Excellent written and oral communication
skills. - Ability to communicate clearly and sensitively
with internal and external stakeholders as a representative of Plan. This
includes effective negotiation and representation skills. - Works with trustworthiness and integrity and
has a clear commitment to PLAN’s core values and humanitarian principles. - Possess the ability to operate effectively
under extreme circumstances including stress, high security risks and
harsh living conditions in a resilient manner. - Demonstrates awareness and sensitivity to
gender and diversity and experience and the ability to live and work in
diverse cultural contexts in a culturally appropriate manner. - Possess the capacity to make accurate
self-assessment particularly in high stress and high security contexts. - Good planning and organizational skills within
a fluid working environment and has a capacity for initiative and decision
making with competent analytical and problem solving skills. - Knowledge of PLAN policies and procedures,
Sphere and the Red Cross/ NGO Code of Conduct - Significant experience in multi-donor funding
environment will be useful. - Language proficiency in both spoken and written
English. - Multiple language skills will be highly
desirable.
