About CHAPFICO Project:
Plan in partnership with Uganda
Fisheries and Fish Conservation Association (UFFCA) has received funding from
the UK Department for International Development (DFID) for implementation of a project –‘Comprehensive
HIV/AIDS Prevention among Fishing
Communities on Lakes George and Edward’ (CHAPFICO) .
The project aims to
build capacity of fishing communities to reduce their vulnerability to HIV and
AIDS and to advocate for the HIV and
sexual and reproductive health (SRH) services they are entitled to. The planned
project outputs include: i) Improved knowledge about HIV/AIDS prevention, SRH and rights; ii) Increased
capacity of community institutions to engage duty bearers in advocacy and
planning; iii) Increased access to quality services; and iv) Improved
organizational and local and national level advocacy capacity of UFFCA.
Job Summary: The Project Coordinator
will develop the capacity of the local partners, UFFCA, to deliver the CHAPFICO
Project in Kasese.
Key Duties and
Responsibilities:
  • Coordinate and supervise the partnership with
    UFFCA to ensure timely and quality delivery of the project, at all stages
    of implementation, and ensure efficient utilization and timely
    accountability of funds and other resources allocated to the implementing
    partner in accordance with grant conditions
  • In line with existing recommendations develop
    and implement a detailed plan to build the capacity of UFFCA on financial,
    organizational development and programmatic issues, including fundraising
    and M&E, managing consultants where appropriate
  • Periodically review the project work plans
    including, annual plans, quarterly plans and budgets for effective project
    implementation
  • Provide technical advice and guidance on the
    design of project interventions and development of technical tools
  • Offer support UFFCA to develop a system for
    capturing, documenting and disseminating project experiences,
    achievements, lesson learnt and best practice to stakeholders while
    maintaining project records for accountability purposes
  • Offer support to UFFCA to prepare and submit
    quality and timely project reports to project stakeholders as per donor requirements
    and the project monitoring & evaluation plan
  • Technically support UFFCA to further initiate,
    develop  and nurture cordial relations with relevant government
    ministries,  partners, and the wider
    stakeholders, particularly at the district level
  • Organize and hold regular performance review
    meetings with the UFFCA project team to assess progress and to agree on
    and communicate any changes in strategy with the key project stakeholders
  • Facilitate and support the end of project
    external evaluation
  • Link with Plan Uganda to share lessons learnt.
  • Perform any other job duties as assigned by the
    supervisor
Qualifications, Skills &
Experience:
  • The Project Coordinator should possess a good
    bachelor’s degree in Public Health, Development
    Studies, Social Sciences, Social Work or a related field
  • An additional Master’s degree in the above
    disciplines or a related field is desirable
  • Training in child protection is desirable
  • Additional training on management of HIV or
    reproductive health programs is an added advantage
  • A minimum of five years’ experience in working
    on HIV or Sexual Reproductive Health and Rights (SRHR)
  • At least three years’ experience in
    management/coordination of HIV and Sexual Reproductive Health
    interventions preferably with an International Non-Governmental
    Organization
  • Working knowledge of the environment and
    current effective practice and policy on HIV and Sexual Reproductive
    Health and Rights (SRHR)
  • Prior experience in mentoring, training and
    facilitation, including participatory methodologies
  • Experience in organizational development
  • Sound knowledge of the project implementation
    life cycle
  • Prior experience in Monitoring and evaluation
    of HIV programmes
  • Excellent project management and leadership
    skills
  • Excellent report writing and budget management
    skills
  • Good familiarity of donor priorities and
    possible funding opportunities
  • Proven experience in proposal writing and
    resource mobilization
  • Partnership management skills and experience
  • Strong strategic and analytical thinking
  • Demonstrated ability to meet deadlines
  • Excellent interpersonal and communication
    (verbal and written) skills
  • Experience in establishing effective
    partnerships with external organizations
  • Strong advocacy and lobbying skills and
    experience
  • Excellent computer literacy skills and
    knowledge of Microsoft software including MS Word processing, Power point
    presentation, Excel spreadsheets, e-mail and web based research.
  • Excellent thinking capability and plans
    strategically
