About Project:
AKF will commence a two-and-a-half year
civil society strengthening project in West Nile, Uganda, in April 2014. The
project aims to improve the status of girls’ education in the West Nile
sub-region, through strengthened capacities of education-centric CSOs to
mainstream gender in internal operations and education interventions. The
project will be implemented in Arua, Koboko and Yumbe districts. These
districts have been chosen in order to enhance the outcomes of AKF’s existing
education and ECD programmes in West Nile, which aim to strengthen teacher
education and support systems to improve and sustain learning outcomes in
literacy and numeracy for boys and girls in primary and pre-primary school
levels. To complement these education outcomes, advanced and intensive support
will he provided via the strengthening civil society project to a broad range
of education-centric CSOs to generate a critical mass of support for addressing
the gender issues that impact girls’ education in West Nile.

Job Summary: The SCS Programme Coordinator will be responsible
for managing AKF’s Strengthening Civil Society Programme in West Nile. This
will include managing a programme team to deliver and achieve project targets
in compliance with grant agreements, work plans and budgets; designing plans to
meet programming needs; managing programme budgets; and coordinating monitoring
and evaluation to track measurement of achievements towards project goals. The
job holder will be responsible for leading external stakeholder management for
the SCS Programme and leading coordination and integration with other AKF
programmes in West Nile. The Coordinator will also be responsible for the
documentation and dissemination of programme results and lessons-learned to
inform policy and responsive programme design.

Key Duties and Responsibilities:
- Develop
and design plans to meet programming needs as per the approved programme
implementation plan and budget. - Manage
the implementation of all project activities, including sub-grants (as
applicable), and ensure timely implementation and budget utilisation. - Broker
and manage partnerships with project stakeholders, including partners
CSOs. - Work in
collaboration with the M&E team to ensure effective monitoring
systems/ processes are in place for the project. - Responsible
for financial grant management and ensuring compliance with donor and AKF
regulations. - Work with
the finance team to ensure AKF financial systems/ processes are adhered to
in the project. - Manage
project staff and, where necessary, recruit, orient, supervise and mentor
staff. - Steer the
project documentation and management of a project information system. - Take lead
in the coordination and integration with other AKF programmes, including
the School Improvement Programme and Madrasa Early Childhood Programme. - Coordinate
with other Country Programme Managers to lead inter-programme planning,
reviews and reflection on programme results. - Work with
key project management, Country Office and Regional Office staff to ensure
programme compliance, programme quality, the documentation of lessons
learned, and responsive programme design. - Write
periodic timely and high quality analytical reports. - Offer support
to AKF in policy engagement and resource mobilisation.
Qualifications, Skills and Experience:
- The AKF
Programme Coordinator should hold a bachelor’s degree (post graduate
preferred) in social sciences, gender, international development or
similar. - A minimum
of three to five years of relevant sector experience with results-based
management, grant management, financial management, project development
and inception processes; and donor requirements and reporting processes. - Five or
more years’ relevant experience in civil society strengthening with a
similar organisation. - Prior experience
in delivering civil society capacity development in gender mainstreaming,
gender analysis and gender-centric planning. - Past experience
and expertise of working with stakeholders (government, civil society,
communities) at multiple levels and leading participatory development (at
grassroots and institutional levels) is essential. - Possess
the ability to meet strict reporting deadlines and produce results. - Possess a
proven ability to lead and motivate a project team. - Prior experience
and knowledge of working in Uganda; familiarity with languages and cultures
in West Nile preferred. - Significant
experience working in multicultural teams and across country boundaries. - Possess excellent
written and oral communications skills in English - Excellent
analytical, organisational, interpersonal, negotiation and problem-solving
skills.
