Job Summary: The Logistics Manager will primarily be
responsible for managing and delivering an efficient and effective logistics
service across all Concern programmes. This includes implementing, monitoring
and following-up across all logistics disciplines to ensure that Concern
Worldwide Uganda’s standard policies and best practice is adhered to.
Key Duties and Responsibilities: 
1. Effective Procurement
Management:
  • Maintain a high quality, country-wide
    procurement system, which is accountable, transparent and compliant with
    Concern Uganda’s Procurement Policy and donor requirements.
  • Coordinate the proper monitoring system
    and control of procurement processes including organization of Request for
    Quotation, Invitation to Bid, receipt and evaluation of quotations/bids,
    negotiation of certain conditions of contracts in full compliance with
    policies and procedures.
  • Direct the implementation of the Concern
    internal control system which ensures that Purchase Orders. (PO)/contract
    are duly prepared, dispatched, scheduled and delivery are well organized
    and documented
2. Ensure a cost-effective
effective Transport Management:
  • Coordinate the overall management of the
    transport fleet and ensure effective response to the needs in line with
    Concern policies and procedures.
  • Monitor operations to ensure that drivers
    comply with fleet policies and procedures, safety rules, scheduling
    repairs, maintenance and fuelling among others.
3. Ensure effective and stores
and stock Management practices:
  • Implement and .ensure full compliance with
    the Concern Country Specific stores policies and procedures ensuring
    appropriate systems for the receipt and dispatch of ail supplies.
  • Conduct monthly physical count and
    reconciliation including recommendations for management decisions.
  • Support regular auditing of all inventory
    and inventory related documentation.
4. Training and Capacity
Building:
  • Develop and implement a training and
    capacity building plan for procurement, transport and stores staff.
  • Monitor staff performance within the PDR
    framework and provide regular feedback.
5. Reporting and coordination
issues:
  • Attend Logistics coordination meeting.
  • Consolidate and submit monthly logistic
    report (fleet, purchase, stock).
Qualifications, Skills & Experience:
  • The Concern Uganda
    Logistics Manager must possess a good bachelor’s Degree in Logistics or
    Business Administration or related discipline from a recognised
    institution, Certification in Humanitarian Logistics and member-ship to a
    professional Supplies Management body e.g. CIPS, KISM, NLPA, HLA will be
    an added advantage.
  • At least five years’
    experience is essential in emergency or development context preferably
    with an INGO.
  • Extensive knowledge
    and understanding of and technical skills in Procurement, IT, Fleet,
    stock, and security.
