The UN World Food Programme (WFP) is the United Nations frontline
agency against world hunger. It is the largest and longest serving humanitarian
agency in Uganda. Currently WFP focuses on three priority areas namely:
Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and
Agriculture & Market Support (AMS). World Food Programme (WFP) has
operations in various parts of Uganda. 
Job Summary: The Programme
Officer for the UN World Food Programme (WFP) will be responsible for leading
and supporting teams in five districts (consisting of WFP staff and Special
Operation (SO) partners) to achieve the ambitious objectives of WFP’s Special
Operation to reduce post-harvest food losses in Uganda.
Key Duties and
Responsibilities: 
  • Be absolutely clear on all details
    contained within the Special Operation (SO) Work plan.
  • Offer strong leadership in all aspects of
    the Special Operation (SO) Work plan.
  • Be highly accountable for delivering on
    formal SO Key Performance Indicators (KPI’s) i.e. delivering a 70%
    reduction in food losses for all participating Ugandan farmers.
  • In charge of managing the four (4)
    critical stages of the Special Operation (SO) which are Capacity
    Development, Equipment Manufacturing and Procurement, Field Support, and
    Monitoring and Evaluation
  • Grow the Special Operation (SO) workplan
    to identify specific objectives within each stage to provide clear
    direction to all support staff and partners.
  • Develop tools to monitor or assess performance
    of WFP staff and SO partners against agreed objectives.
  • Assist with selecting appropriate SO
    partners and briefing Farmer Organizer Groups on all aspects of the SO,
    clearly outlining the KPI’s and assessment systems.
  • Take lead in the process of identifying
    competent local metal artisans with the potential to construct silos
    according to specific SO fabrication requirements.
  • Oversee all areas of negotiations, either
    directly with artisans or with suppliers of raw materials, to ensure
    budgetary targets are met.
  • Offer leadership in the process of
    identifying suppliers of finished hermetic storage units according to
    specific SO requirements.
  • Manage all aspects of negotiations, either
    directly with manufacturers or with local agents to ensure budgetary
    targets are met.
  • Develop frameworks within which improved
    post-harvest management (processing, drying and storage) techniques are
    imparted to smallholder farmers.
  • Share best-practice lessons from developed
    countries.
  • Actively participate in designing
    standardised, comprehensive training materials for Post-Harvest Loss
    Reduction to be delivered to smallholder farmers.
  • Technically support the SO Project Manager
    in strengthening partnerships with key stakeholders in post-harvest
    handling, including those managed by Government, UN agencies, NGOs and the
    private sector.
  • Ensure compliance and adherence with the
    set terms and conditions agreed to by the Farmer Organiser Groups and
    manage any deviations accordingly.
  • Organize regular meetings with all SO
    partners and WFP staff.
  • Regularly review progress and promptly
    address all concerns arising.
  • Prepare weekly, monthly, quarterly and
    annual reports or any other form of reports as requested by the SO Project
    Manager.
  • Regular travel to the 5 selected
    districts; Supervise the work of district level Senior Programme
    Assistants; provide them with training and technical guidance in their
    work as required.
  • Perform any other duties as assigned the
    SO Project Manager.
Qualifications, Skills and
Experience: 
  • The prospective UN World Food Programme
    (WFP) should ideally a University degree in any of the following fields,
    economics, agriculture, international affairs, business administration, social
    sciences, development studies or a field relevant to international
    development assistance or other related field from a recognized
    institution;
  • A minimum of six years’ postgraduate
    professional experience in commerce, business administration, development,
    or food aid support or any other related field gained from reputable
    organizations;
  • All qualified candidates should be highly
    motivated and task oriented to achieve clear objectives within a specific
    period of time.
  • WFP requires mature persons with sound
    judgement, excellent analytical skills
  • Possess the ability to communicate clearly
    both orally and in writing
  • Ability to work in a team, ability to
    resolve operational problems, work with minimum supervision, cope with
    situations which may threaten health or safety, and establish effective
    working relations with persons of different national and cultural
    backgrounds
  • Proficiency in both oral and written
    English is essential;
  • Computer literacy skills i.e. proficiency in
    using Microsoft Office applications;
  • Possess the ability to speak local
    languages will be an added advantage.
