About NU-HITES:
The goal of the Northern Uganda – Health Integration To Enhance
Services (NU-HITES) project is to establish improved and sustained health and
nutrition status of the northern Uganda population through a district-based
integrated package of quality health services. NU-HITES works to support and
strengthen public and private sector health systems while at the same time
improving integration of HIV/AIDS, TB, Malaria, MNCH, FP and nutrition services
at facility and community levels. The project office is located in Gulu with
sub-regional offices in Gulu, Lira and Kitgum.
Job Summary: The Program
Officer will provide programmatic, administrative and organizational support
functions to the Health Systems Strengthening (HSS-related) project
deliverables for NU-HITES. S/he reports to the HSS Director on a day-to-day
basis. S/he provides implementation support primarily for the NU-HITES Project
Objective 2 and collaborates with other IntraHealth NU-HITES and headquarters
staff, as well as project staff, to support activities of organizational
importance. In addition to working closely with project staff to ensure
successful completion of HSS activities, this position will maintain strong and
productive collaborative relationships with key stakeholders and liaise with
other health care training and support programs to ensure close coordination
efforts. An essential function of this position will be to coordinate, organize
and lead HRH function including meetings/trainings of district and health
facility officials.
Key Duties and
Responsibilities: 
  • Work in close collaboration with the
    Director, HSS, develop a workplan of HSS activities and a timeframe for
    carrying them out.
  • Coordinate and implement HRH activities at
    district and sub-district levels, per the agreed workplan.
  • Account to the Director of HSS on the
    delivery of strategic program objectives and regular reporting on monthly,
    quarterly and annual basis.
  • Offer technical input to the development
    of project-wide strategies. Work with district officials, private
    nonprofit entities, and communities to develop strategies, plans, and
    objectives that will strengthen HRH systems.
  • Work with the HSS Director to implement
    strategies in improving leadership and management including Occupational
    Safety and Health (OSH) at the facility level.
  • Work with the HSS Director and districts
    to implement strategies for improving performance management in order to
    optimize performance of health workers.
  • Support the HSS Director with other
    partners to increase private sector involvement in the health system.
  • Work with financial and administrative
    staff in budgeting, procurement, and logistics in support of HRH activities
    in the project area
  • Collect, analyze HR data and write reports
    on the HRH situation in Northern Uganda.
  • Assist in the scale up of promising HSS
    initiatives for low resource settings.
Qualifications, Skills and
Experience: 
  • The USAID Program Officer should hold an Advanced
    degree in public health, a clinical discipline, or a social sciences field
    related to human resources for health (e.g., management, public policy).
  • At least five years’ experience
    implementing or managing HSS projects in/for developing countries,
    including involvement in several of the following areas: National HRH
    assessment; workforce policy and planning; human resource development and
    management; development and deployment of human resource information
    systems; leadership development; workforce projections and costing;
    performance improvement; delivering or evaluating education for health
    professionals; pharmaceutical logistics; and managing health-workforce
    programs at the national or international level.
  • Strong knowledge of, and experience in
    applying state-of-the-art interventions designed to address HSS challenges
    in developing countries.
  • Good familiarity and experience working
    with the Uganda health care system, the Ministry of Health, and other
    development organizations in Uganda is a plus.
  • Prior experience with HIV/AIDS, TB,
    Malaria, MNCH, FP and nutrition programs highly desirable.
  • Demonstrated interpersonal, leadership,
    and management skills and ability to manage and provide technical guidance
    to complex multi-site activities.
  • Experience working with a variety of
    sectors (e.g., public, NGO, private for-profit) preferred.
  • Significant experience advocating for and
    overseeing HSS intervention replication and scale-up.
  • Possess the ability to achieve results in
    a timely manner and within a specified budget.
  • Experience working on USAID-funded
    projects highly desirable
  • Exhibit commitment and record of
    achievement to building the capacity of local partners.
  • Fluency in English, including excellent
    English written and oral presentation skills
