About UNDP:
Uganda is highly susceptible to devastating disasters, including
hydrological, geological, climatic and human-induced that exert a significant
toll on its population and impose significant socio-economic losses which, to
an extent, affect the country’s ability to maximize the benefits from its
economic growth and social development. The already high risk and vulnerability
profile is being further exacerbated by the impact of climate variability and
changing socio-economic and development processes. Shifting climatic patterns
and increasing disasters are resulting into a wide-range of negative
socio-economic impacts on the lives and livelihoods of communities, especially
in the key development sectors like agriculture, water, health, environment,
food security, and human settlements among others.
With support from UNDP, the National Emergency and Coordination and
Operations Centre (NECOC) was established under the Office of the Prime
Minster, Department for Relief and Disaster Preparedness. The centre is
expected to generate and disseminate early warning information on disasters and
emergencies as well as develop interactive database for different users
including the National hydro-met agency and disaster management nodal
department. The information generated will be used for be used for issuance of
Early warning bulletins and in the coordination of emergency activities in the
country. 
In order to implement this initiative under the project ‘Strengthening
Capacities for Disaster Risk Management and Resilience-Building’, UNDP
intends to recruit a Network Administrator/Early Warning Data Programmer
based at the Office the Prime Minister.
Under the direct supervision of and reporting to the Disaster Risk
Management Advisor and with overall guidance from the Commissioner for
Relief, Disaster Preparedness and Management and the Director/Coordinator of
NECOC in the Office of the Prime Minister, the incumbent will provide technical
support to NECOC staff while working closely with the UNDP DRM team based in
OPM.
Job Summary: The Network
Administrator will be responsible for the day to day administration of Wide
Area Network (WAN), and Local Area Network (LAN) and server configuration,
management of overall IT at NECOC as well as coordinating and overseeing the
early warning systems development and roll-out.
Key Duties and Responsibilities:
  • Plan, direct and
    coordinate the daily operations of Servers and clients computers
    operations at the NECOC;
  • Ensures maximum issue
    resolutions in minimum time and ensure maintenance of server based
    computer systems;
  • Evaluates new
    information systems products or services and suggests changes to existing
    products or services to better aide the end user;
  • Gain understanding of
    operational processes and needs as it relates to technology and
    communication equipment and work effectively with other staff in the
    coordination of IT and identifying operational technology needs;
  • Ensures proper
    functioning of NECOC’s information processing system and makes upgrades as
    necessary;
  • Communicates regularly
    with management and all users of information services and systems;
  • Sets security systems
    including managing the firewall, setting up an anti-virus policy defining
    Software download guidelines, and defining disaster recovery procedures;
  • Bridges the gap
    between information users and programmers by facilitating requirements for
    local and wide area networking communication links between the parties;
  • Keep computer
    equipment, hardware, and software updated to meet NECOC’s needs and
    monitors communication equipment, like switches, router, and microwave
    link;
  • Maintains working
    relationships with relevant stakeholders on issues of early warning;
  • GIS Services; digital
    mapping, project support, systems set up, distribution of technical files;
  • Database Services;
    largely focused on government supporting standards, shareable systems and
    compatible information fields. Developing specialized systems for line
    operations;
  • Develops mobile
    (phone) application on the national early warning system linked to the
    database server;
  • Development of a
    national early warning system database;
  • Training of early
    warning personnel and roll out of the national early warning system
    nationwide;
  • Generate information
    from databases for analysis by NECOC technical staff;
  • Maintain and train
    relevant personnel on the disaster and climate modelling systems;
  • Recommends appropriate
    maintenance strategies to ensure uninterrupted systems usage and proper
    backup and recovery procedures are adhered to;
  • Recommends adjustments
    to systems and/or equipment to ensure cost efficient and effective
    systems/equipment infrastructure;
  • Stay abreast with
    technology updates to ensure technology opportunities are taken advantage
    of, whether the opportunities relate to speed, improved processing, cost efficiencies;
  • Perform any other
    reasonable duties as may be assigned by the supervisor or management
Qualifications, Skills and Experience:
  • The ideal UNDP candidate
    should possess a Bachelor’s degree in Computer Science or Information Tehnology; 
  • Technology and
    excellent skills in Server management and database programming and
    Administration from a recognized University. 
  • A minimum of four years’
    related experience in the field of Information Technology and Project
    management, however experience in software development environment and use
    of current technologies, such as Virtualization, mobile applications, and
    complex systems is preferable;
  • At least 2-3 years’
    work experience in the development of and supporting early warning
    systems;
  • Ability to work a very
    flexible shift including weekends, nights and holidays when necessary and
    manage multiple concurrent tasks;
  • Highly skilled in the
    use of computers, adapts to new technology, keeps abreast with changes,
    learns new programs quickly, uses computers to improve productivity and
    ability to adapt quickly to a dynamic work place;
  • Generates new ideas,
    challenges the status quo, takes risks, supports change, encourages
    innovation, solves problems creatively;
  • Proficiency in the use
    of computers and office software packages and handling of web based
    information management systems.
  • Fluency in both spoken
    and written English
