About IOM:
The International Organization
for Migration (IOM), established in 1951, is the leading international
intergovernmental organization dealing with migration.  Its objective
is to ensure the orderly migration of persons in need of migration assistance
throughout the world.  
IOM Uganda has been registered
and operational since 1988, when the field mission was established. Throughout
the past 20 years, IOM Uganda has processed movements and facilitated
information gathering and support towards refugees, internally displaced
persons, demobilized child soldiers, trafficked women and other migrants and
their specific needs, both on individual and large scale population movement.
In addition to operational matters and research, IOM has an important role in
enhancing and building national capacity in migration management.
Job Summary: The
Project Manager will work closely with the regional technical specialists and
Immigration, Border Management (IBM) Division at headquarters to ensure
administrative oversight over the “Strengthening Border Management in Uganda
Project.”
Key Duties and Responsibilities: 
  • Interact and liaise with concerned
    ministries and government offices to ensure that the planning, programming
    and implementation of the project is aligned to government priorities.
  • Monitor, oversee and support the timely
    implementation of activities in accordance with the project documentation.
  • Provide timely reporting on activities
    as per the project documentation and Donor requirements.
  • Oversee and coordinate the development
    of intra/inter organizational processes to ensure government ownership of
    the project.
  • Ensure that the project complements
    existing border management activities and that up-to-date IBM practices
    are incorporated into project’s activities.
  • Assist in identifying, selecting and
    implementing all capacity building activities foreseen within this
    project, including needs assessments and training.
  • Supervise the procurement process of
    technical equipment, including drafting technical specifications.
  • Monitor the delivery, installation and
    use of IBM technical equipment.
  • Identify staff and consultants for
    engagement within the framework of the project and supervise their
    activities.
  • Prepare donor, project, ad hoc and other
    required reports on a regular basis.
  • Perform any other duties as may be
    assigned.
Qualifications, Skills and Experience:
  • The
    Project Manager must have completed advanced university degree from an
    accredited academic institution, preferably in Political Science, Social
    Sciences, International Relations, Business Administration, Law or related
    fields.
  • At
    least five years of or relevant professional experience (or seven years
    for candidates holding a first level university degree) in operational
    and/or field experience in border management issues.
  • Significant
    experience in implementing IOM-led IBM projects a requirement.
  • Professional
    experience and knowledge of providing advice on the development and
    implementation of IBM strategies in compliance with existing good
    practices.
  • Awareness
    and understanding of computerized integrated border management systems,
    applications and tools.
  • Possess
    the ability to prepare clear and concise reports
  • Good
    working knowledge of IOM procurement and administrative procedures and
    experience in monitoring project budget and managing staff.
  • Past
    experience working in East Africa an asset.
Language Proficiency: Fluency
in English required.
