About ERA:
The Electricity Regulatory Authority (ERA) is a statutory body established in 2000 in accordance with the Electricity Act 1999 to regulate the generation, distribution, transmission, sale, export, import of electrical energy in Uganda and to guide liberalization of the electricity industry,, manage licensing, rates, safety and other matters concerning the industry.
Key Duties and Responsibilities:
  • Mainstream environmental and social development concerns in licensing operations during identification, preparation, appraisal, and supervision stages of all the Electricity projects invested in or proposed.
  • Ensure compliance of licensees and/ or licensed electricity projects with National environmental and social requirements.
  • Develop policies, procedures and guidelines for environment management in electricity regulation.
  • Examine and monitor electricity projects & investments for environmental soundness.
  • Supervise the implementation of environment mitigation measures of new projects.
  • Review, analyze and report on environmental impact assessments and Resettlement action plans of new applications.
  • Review and analyze quarterly environmental and social performance reports from licensees and advise Management accordingly.
  • Evaluate Environmental Audit Reports from Licensees and advise Management accordingly.
  • Work closely with stakeholders in monitoring environmental management of projects/entities licensed by ERA.
  • Evaluate feasibility study reports or technical proposals of new applicants and make recommendations for improvement where necessary, with regard to Environmental matters.
  • Contribute to the development of amendments to Policy, Legislation and Regulations.
  • Act as a key liaison role between ERA with NEMA and other Institutional stakeholders in the environment related areas.
  • Perform any other duties as may be delegated from time to time.
Qualifications, Skills and Experience:
  • The ideal candidate for the Environmental Specialist vacancy should possess a Master’s Degree in Natural Resources Management or Biological Sciences.
  • Hold an Honours Bachelor’s Degree in Environmental Sciences or Natural Resource Management or Biological Sciences.
  • At least five (5) years relevant experience in a credible organization at a senior level.
  • Training in environmental management tools such as EIA procedures, Environmental auditing, International best practices procedures including IFC and World Bank standards will be desirable.
  • Highly proficient in research methodology.
  • Possess extensive knowledge and understanding of the Electricity Supply Industry in Uganda.
  • Proficiency in professional computer packages is a must.
  • Must have good analytical and report writing skills.
  • Must be trustworthy.
  • Excellent interpersonal skills.
Age: Below 50 years.
