About IJM:
International Justice Mission (IJM) is working to eliminate property grabbing in Uganda by bringing rescue and restoration to individual victims, accountability to their perpetrators, and transformation to the public justice system as a whole.  As Monitoring & Evaluation Specialist, you will help ensure that IJM’s programs have high-quality monitoring and evaluation in order to produce evidence of IJM’s performance and impact. This position is based in Kampala, Uganda with periodic domestic travel, reports to the Field Office Director and collaborates with Monitoring and Evaluation staff based in Washington, DC.
Key Duties and Responsibilities:
  • Implement comprehensive and realistic monitoring and evaluation plans complete with appropriate data sources, collection methods, analysis plans, dissemination and use plans, quality controls and resources requirements;
  • Routinely engage in the development and implementation of baseline, mid-line and end-line evaluations;
  • Advise program leadership on the development and improvement of core implementation tools (e.g., detailed implementation plans, dashboards, risk management plans, budgets, etc.;
  • Develop and embed systems to track the collection, review and use of monitoring data;
  • Coordinate and participate in the collection, reporting and analysis of monitoring data;
  • Oversee the dissemination of key program monitoring data (organizational dashboard, etc.) to internal and external audiences;
  • Gradually assess methodologies and instruments for the collection, documentation, analysis and reporting of data for weaknesses and potential improvements;
  • Implement regular data quality audits and work with teams to correct data errors and causes;
  • Support Field Office leadership in developing and improving key performance indicators (KPIs) to track project progress towards outcome and impact;
  • Assist the Field Office Director in documenting progress of the Field Office against project implementation plans;
  • Assist Field Office Leadership in facilitating quarterly program reviews;
  • Monitor progress against KPIs and other indicators to recommend program changes;
  • Support staff on ways to properly document, organize and capture program progress;
  • Facilitate the efficient flow of data within the various departments and team members;
  • Perform field visits to ensure the quality and accuracy of collected and/or reported data;
  • Serve as vetting agent and point of contact for external evaluators, monitoring and evaluation consultants and contractors; and
  • Assemble and disseminate relevant monitoring and evaluation resource materials, templates, and guidance documentation to staff.
Qualifications, Skills and Experience:
  • The ideal candidate must possess a Bachelor’s degree in social sciences, international development, evaluation, research, program management or another related field;
  • At least two years’ experience in program monitoring, data management and/or evaluation – including any of: designing, managing, or monitoring a complex program conducting data quality audits or quality assurance assessments capturing, synthesizing, and analyzing qualitative and quantitative data presenting program monitoring or quality assurance results effectively to stakeholders, training program staff on data management or monitoring issues establishing an evaluation design;
  • Exceptional ability in written and oral communications and presentation skills;
  • High level of proficiency with Microsoft Office applications;
  • Proficiency in spoken and written English and Luganda;
  • Prior experience working cross-culturally;
  • Extensive knowledge of statistics and of common qualitative and quantitative methodologies preferred;
  • Past exposure and experience with statistical software and project management information systems preferred.
