About USAID Project:
MSH seeks to strengthen the Government of Uganda’s health system and to
improve the availability and accessibility of essential medicines and health
supplies (EMHS). The goals of this procurement are to 1) strengthen the policy
and legal environment governing pharmaceuticals in Uganda and in particular the
financing at all levels of EMHS; 2) strengthen finance, affordability and
equity of EMHS in Uganda; 3) strengthen pharmaceutical financing through
improved financial and commodity tracking and information management; 4)
strengthen cost recovery and other co-financing mechanisms and 5) strengthen
pharmaceutical financial management capacity at health facility level.

Job Summary: The Director of
Finance and Administration is the primary financial and administrative officer
of the Program. She or he ensures that financial functions support the timely
and effective implementation of the program’s technical scope of work. The
Director of Finance and Administration ensures that resources are allocated and
used in compliance with contractual requirements, applicable regulations, and
appropriate standards and procedures. The incumbent also oversees the overall
administration of the program. This includes directly or working with MSH’s HQ
support units managing operations, contracts, procurement, accounting, and any
HR activities on the program. He or she liaises with local partners and with
MSH’s headquarters regarding any aspects of program implementation related to
finance. The Officer manages all ensures that all budgets, expenses as well as
program procurement activities are all carried out according to USAID and MSH
standards and regulations.

Key Duties and
Responsibilities:

- Manage and supervise the work of the
project finance and administration team including but not limited to
finance and accounting, budgeting, procurement, assets management, driver
and vehicle management and general office operations and administration. - Steer program annual budget development
process. This includes managing the annual work plan, life-of-project and
activity budgets and ensuring compliance of program expenditures with
approved budgets; ensure the consistency, inclusion and accuracy of costs
and that they comply with MSH’s and USAID’s policy, where appropriate; and
work with staff in developing budgets for technical activities as
necessary. - Revise overall and sub-budgets as needed
throughout the work plan year. - Develop and maintain systems for program
expenditure monitoring and tracking that include financial and contractual
data. - Provide routine pipeline analyses to COP
and USAID. Also, provide any ad hoc reports requested by USAID. In
addition, perform routine financial analysis on program expenditures,
documenting and monitoring overall performance, analyzing trends,
identifying gaps to ensure efficient and sound project management. - Implement standard procedures and forms
that promote and/or ensure program compliance with the cooperative
agreement terms and conditions, and that ensures program spending provides
the best value. - Make certain that required reports are
submitted in the format and by the deadline stated in the cooperative
agreement. Communicate and coordinate with USAID to ensure receipt of all
necessary financial and contractual information and approvals. - Train all program staff on USAID Rules
and Regulations and compliance with the Cooperative Agreement. - Oversee all contracts and procurements on
the program. - Ensure that all equipment is inventoried
and managed per USAID rules and MSH standards. - Perform any other task assigned by his/her
supervisor
Qualifications, Skills and
Experience:
Experience:
- The USAID MSH candidate must hold a
master’s Degree or higher in Business Administration, Finance, Accounting
or other relevant field - At least eight (8) years experience in
administrative and financial management of large international projects s
including experience in management of USG projects with USAID experience
preferred. - Extensive familiarity with compliance to
US Federal Acquisition Regulations - Demonstrated experience and skills in
developing and managing large budgets - Highly proficient in relevant computer
applications and databases with mastery of Excel spreadsheets is required.
QuickBooks or similar accounting software is preferred. - Excellent analytical, oral and written
communication skills - Demonstrated excellent English language
skills (both written and oral) with the ability to conduct business in
English. - Excellent communication and interpersonal
skills - Possess the ability and willingness to
travel within Uganda as required.
