Job Summary: The Human
Resource Manager is responsible for overall administrative and managerial roles
of HR functions in the mission. The HRM performs work on the application of
employment, benefits and workers compensation laws and regulations and ACF
employment policies in the contexts of hiring, discipline, employment
termination, training, compensation, benefits, leave, equal opportunity and
other human resources issues.

employment policies in the contexts of hiring, discipline, employment
termination, training, compensation, benefits, leave, equal opportunity and
other human resources issues.
Key Duties and Responsibilities:
- Follow- up on expats’ work permits through
our external consultant, perform work when required; - The HRM is responsible for registration,
Uganda Special passes, dependants’ passes and visas, follow up of visa and
passport expiry dates and ID cards; - Responsible of arranging flights and visa for
break, leave, end of mission, etc.; - Responsible for compiling monthly
timesheets; - In charge of the management of national
staff in Kampala office (contracts, salaries, leave. insurance, etc.); - To ensure that ACF Uganda HR policies are
in line with applicable laws; - Be the reference point for all national
staff medical insurance and workmen’s compensation issues; - Prepare salaries data and contracts for
Kampala and check salaries data and contracts bases; - Follow-up on staff regulations (making
sure that the regulations follow the national laws, are coherent and
logical, are clear to all staff members and their managers, are always
respected) and propose changes when necessary, in order to continue
complying with labor laws: - Follow-up of employment contracts for the
entire mission, in coordination with base administrators; - Ensure staff have job descriptions and, If
needed, assist in preparation of Job Descriptions or its update; - Prepare PAYE, NSSF, LST and other required
taxes on Kampala staff and check those of the bases; - Organize and plan visits to the field
(create ToRs, plan movements in coordination with rest of Admin team,
complete field report upon return, etc.); - Be a reference point to the Base
Administrators on national HR issue. - Train Base Administrators when necessary
- Compile and file all HR documents in the
mission (including for those employees not working anymore); - To compile monthly HR reports from all the
ACF Uganda bases; - Set up a regular appraisal system,
organize annual appraisal meetings and compile completed appraisals; - Train the managers in the use of HR tools,
procedures, policies;
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate must possess a
Bachelor’s degree in HR Management or related discipline preferred. Post
Graduate qualification in Human Resource Management will be added assets. - A minimum of five years’ professional
experience across all HR disciplines, including employment, benefits,
compensation, employee relations, training and development, workers
compensation and conflict resolution. - Possess the ability to communicate and
perform within an international and multicultural team. - Communicate effectively, verbally and in
writing, to a diverse audience. - Basic computer literacy skills, including
e-mail, word processing and spreadsheets. - Excellent interpersonal skills to
facilitate interaction with the workforce.
