About SEATINI:
SEATINI-Uganda is part of SEATINI a sub-regional NGO, working in
Eastern and Southern Africa with its headquarters in Harare (Zimbabwe). SEATINI
was founded in 1996 soon after the WTO Singapore Ministerial Conference, after
realizing that Africa in particular and Third World countries in general were
marginalized in the WTO negotiations and other global processes.
Government’s capacity to negotiate was limited and the participation of
other stakeholders’ i.e. private sector, CSOs, MPs was very minimal. The civil
society’s understanding of the complexities of the international regime was
also limited. Civil society was also largely excluded from the trade
negotiations and decision-making both at home and in international fora. The
private sector was not adequately informed about the challenges of
globalization and the effect on them of the multilateral trading regime and
thus their narrow participation. The role of the Parliamentarians was on the
periphery. These challenges are still prevalent in the region.
Established in 2001, SEATINI -Uganda has become one of the leading NGOs
working on issues of trade and development. For the last 11 years, SEATINI –
Uganda has focused on strengthening the capacity of the different stakeholders
especially the government officials, CSOs, media, farmers groups, trade unions,
and members of Parliament to participate in and effectively influence trade
negotiations and trade related processes at national, regional and
international levels for sustainable development and improved livelihoods in
Uganda and the East African region.

Job Summary: The Programme Officer should provide technical guidance, direction and
implementation of the programme activities and those linked to it within the
organizational strategy.
Key Duties and Responsibilities: 
  • Take lead in the
    development of technical proposals for the programme.
  • Develop programme work
    plans and implementation strategies that are linked and relevant to the
    strategy objectives and take advantage of the existing opportunities for
    influencing policies and negotiations.
  • Ensure that programme
    activities are implemented as per approved plan and budget.
  • Steer the development
    of regular programme reports for management and donors, detailing achieved
    results and outcomes.
  • Act as the technical
    contact person for the programme and provide strategic support in the
    development of the Country Strategic Paper/plan.
  • Produce policy briefs,
    updates and topical articles for influencing policy processes and power
    centers.
  • Manage the program
    budget and ensure regular communication with the Accountant and Country
    Director on all budget matters.
  • Initiate and/or
    support relevant partnership within civil society, parliament, research
    and academia etc that will advance achievement of the programme purpose
    and objectives.
Qualifications, Skills and Experience: 
  • The ideal candidate
    should possess a good bachelor’s degree in Social Sciences with experience
    in key technical work under any programme.
  • Qualifications in
    Project planning, Monitoring and evaluation, research design, data
    analysis
  • Good report writing
    skills will be an added advantage.
  • Demonstrate working
    experience in Research, Policy Analysis and programme management with a
    reputable institution.
  • Excellent
    communication, facilitation, presentation, influencing and interpersonal
    skills.
  • Good grasp of trade
    and trade related issues including trade negotiations and advocacy in
    regional integration, trade policies and their implications to the local
    economy and people’s livelihoods.
  • Excellent writing
    skills, including experience in generation of funding proposals, reports,
    and other informational documents.
  • Good Presentation and
    public speaking skills.
  • Ability to work
    effectively in a diverse team environment.
  • Good motivational
    skills.
  • Willing to work
    additional hours at crucial times.
  • High degree of
    Personal integrity.
