Associates Project:
The USAID flagship President’s Malaria Initiative
(PMI) activity will be implemented in 43 districts in the country and it
intends to: (1) Continue effective malaria prevention programs implemented in
support of the National Malaria Control Strategy; (2) Continue effective
malaria diagnosis and treatment activities; (3) Build the capacity of
malaria-related prevention, control, and treatment stakeholders to manage and
sustain efficient malaria activities in focus districts.
Job Summary: The Principal Associate / Chief of Party for the upcoming
USAID-funded malaria prevention and control program in Uganda offers
leadership, management, and strategic direction for the entire team of an Abt
Associates led project.  The incumbent
will be responsible for guiding senior technical staff and for ensuring the
responsiveness and quality of work along with efficient use of resources and
achievement of results.  The COP has the
final authority within the project team for decisions related to technical,
management, and resource allocation and personnel issues. The COP will be accountable
for the successful implementation of all aspects of the project. In carrying
out these responsibilities the COP works in partnership with USAID and national
and local government agencies and officials, local national and community level
organizations and other partners, and project staff.
Key Duties and
Responsibilities: 
  • Offers strategic
    direction and technical leadership to produce project results and
    deliverables, and overall management of the operational, financial, and
    administrative aspects of the project.
  • Provide leadership and
    technical support specifically for development of national and local level
    communication and advocacy campaigns and approaches leveraging national
    and community level partnerships.
  • Act as the primary
    liaison between USAID, Government of Uganda entities, local national
    organizations and other partners and stakeholders.
  • Create management systems
    in line with Abt standard operating procedures consistent with the needs
    of the project.
  • Design and oversee an
    annual project cycle in accordance with the USAID annual planning cycle.
  • Work with other staff and
    partners to translate project goals and objectives into implementable
    strategies and plans.
  • Direct, guide and oversee
    planning and budgeting processes. Prepare quarterly and annual project
    activity reports as specified in the contract.
  • Monitor the progress and
    pace of project implementation, assuring that the full potential of the
    program is realized through the promotion of high quality work and
    internal control.
  • Manage the work and
    assess the performance of all long term and short term advisors,
    consultants and staff.
  • Clarify roles, delegate
    responsibilities to senior staff, and clearly communicate expectations for
    staff contribution to project activities.
  • Manage and supervise
    project staff and partners in the identification of all the project’s
    technical assistance needs, development of suitable scopes of work,
    recruitment of consultants, and execution of technical assistance
    contracts.
  • Maintains productive
    working relationships with USAID clients, project partners and key
    counterparts, and reports to the Portfolio Manager in Abt Associates’ home
    office.
Qualifications,
Skills and Experience: 
  • The suitable candidate
    must possess a Master’s degree in Public Health or related field
  • A minimum of fifteen
    years’ experience in demonstrated experience in malaria control program
    and public health program management in developing countries, including
    planning, implementing and managing malaria prevention and treatment
    programs
  • Excellent managerial and
    operational experience, preferably in managing large donor projects
    involving coordination with multiple implementing partners or institutions
    in Uganda or the region.
  • Demonstrated experience
    working with African country ministries of health.
  • Possess the ability to
    liaise effectively with and develop consensus among key stakeholders,
    including USAID, national and local officials, public, private and civil
    society partners to assure effective collaboration among stakeholders.
  • Significant experience
    developing project vision, aligning key stakeholders around that vision,
    and assuring that the vision is translated into implementable strategies.
  • Proven ability to lead
    multidisciplinary, multicultural teams, manage complex programs, and
    assure that project staff adhere to the highest standards of quality,
    relevance, and timeliness.
  • Prior USAID experience
    required.
  • Extensive knowledge of
    USG contracting rules and regulations is essential.
  • Excellent program and
    financial management skills.
  • Exceptional
    organizational, analytical, supervisory, and team building skills.
  • Strong written and verbal
    communication skills, including presentation abilities.
  • Fluency in English
    required.
